Minutes of the Regular Meeting of Council <br />Monday, July 20, 2020 <br />Page 6 <br />.appropriate. Our mayor already has a full time job and I do not believe we. should J <br />be providing her with the proposed salary and medical benefits. In a conversation <br />with the -Mayor she told -me -how -hard and long she was -working -now because of - - the, pandemic. All citizens are working harder and longer during this pandemic and <br />this unstable time in our country's history. No one should be getting pay raises!. <br />Families and businesses are struggling. <br />The timing of the votes by council to make these changes is very interesting. I <br />recall during 2017 when another council member, also an attorney, wanted to get <br />medical benefits paid for by the citizens of the village. If you recall many members <br />of the community arrived upset and it was dismissed. Here we are again, but <br />because the council. meetings are all online citizens can not truly show their <br />disapproval and must wait until November. <br />I will be voting against these pay raises in. November and it is my hope that the <br />citizens of Mayfield Village will do the same. <br />Respectfully, <br />Council President Schutt stated, thank you, Mrs. Betsa. <br />DEPARTMENT HEAD REPORTS: <br />Finance Department Ron Wynne: Yes, a couple of items. Regarding the CARES Act <br />Coronavirus Relief Fund, we received funds of $41,564.59. There are three pieces of legislation <br />on the agenda tonight that need to be passed. One resolution actually creates the Fund to have the <br />accounting records on our books. The second resolution is to adjust the amended certificate of <br />official resources with the County and the third is an ordinance appropriating funds so that we can <br />go ahead and expend that money. So those will all need to be passed this evening. <br />The second item is the Finance report. I think the Mayor hit on all the key points that I was going <br />to hit on so I won't repeat that, but I just wanted to mention that through our July collection of <br />income tax, we are $213,000 ahead of last year at this time with last year being a record year so <br />our taxes are still tracking very very strongly as well as our General Fund revenue. And again, our <br />taxes represent 86% of our General Fund receipts at any point in time. <br />Council President Schutt stated, thank you, Mr. Wynne. <br />Law Department — Mr. Coyne: Thank you Council President. I wanted to take a moment and <br />address two pieces of legislation before you for Second Read. One is the repeal of the Drainage <br />and Infrastructure Committee, it's legislation that's been in place since 2000, so 20 years, and the <br />introduction of the Moral Claims Commission. <br />At the end of the day, part of this was raised because the Drainage and Infrastructure Committee <br />was established for one purpose and that was to create a Drainage and Infrastructure Committee <br />
