Minutes of the Regular Meeting of Council <br />Monday, September 20, 2021 <br />Page 7 <br />Chief Matias stated, thank you Council President. And just to kind of summarize, that's how this <br />whole thing started. Last year I started monitoring the ODOT traffic monitor that is just north of <br />Highland Road and we started seeing the dramatic increase of the very high speeds. In January <br />we started doing traffic details where the officers were going up during morning and afternoon <br />rush hour to target a lot of these high speeders. What we found was people were not moving over, <br />they were not slowing down and it became what I felt was way too dangerous to try and do regular <br />traffic enforcement in the traditional way during those times. And so, I started looking for <br />solutions and the solution was technology. We are still doing the same thing. The officer is still <br />going to be observing the vehicle and is still going to be using the same style of laser that we use <br />now, just instead of what we have been doing since the `40's where we have to pull out from a <br />dead stop, weave through traffic and try to catch up to the car and then do the stop on the roadside <br />as rush hour traffic is flying by us, we are just using the technology to try to make it safer for the <br />officers and for everybody else because that's what we saw. The exact same thing. You are <br />standing out there and the volume and the speeds combined we felt it was too dangerous and we <br />think this will be a good solution for that. Introduced by <br />Mayor Bodnar (Administration) <br />Mrs. Jurcisek, seconded by Mr. Marquardt, made a motion to suspend the rules of Council <br />requiring an Ordinance to be read on three separate occasions. <br />ROLL CALL: AYES: All Motion Carried <br />NAYS: None Rules Suspended <br />Mrs. Jurcisek, seconded by Mr. Marquardt, made a motion to enact Ordinance No. 2021-11. <br />Council President Schutt asked, discussion? <br />There was none. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Ordinance Enacted <br />
