Minutes of the Regular Meeting of Council <br />Monday, July 19, 2021 <br />Page 3 <br />Third comment, the deer. I put 10 plants out in my yard the other day and the deer came and ate them <br />all. I am starting to shoot them. Thank you. <br />Council President Schutt asked, are there any other comments for the Open Portion? <br />There were none. <br />Department Head Reports: <br />Mary Betsa (Council) — I received a phone call from a representative of the Auditor's office <br />asking whether or not we want to hold a House Bill 9 training in September or October. I will <br />keep you posted. <br />Council President Schutt stated, thank you, Mrs. Betsa. <br />Ronald Wynne (Finance) — I will save my comments for the items as they come up on the agenda. <br />Anthony J. Coyne (Law) — A brief report this evening, Council President. I wanted to mention <br />that there are a couple of items on the agenda related to the Planning Commission's approval of <br />the temporary permit for outdoor storage for Mars Electric and also the Development Agreement <br />that we have negotiated with the cooperation of Premier, the property owner, Mars Electric and <br />also the Montebello subdivision developer. <br />Specifically, the expansion, when it came to the Planning Commission, it was more or less <br />approved with some conditions. There was a desire and request by the developer of Montebello <br />and some of the perspective purchasers of homes and lots in the development to address concerns <br />regarding some buffering because of the zoning conflicts that had occurred with the outdoor <br />storage. We met with the developer of the property and Mars and we came upon a pretty good <br />solution and that is to install some buffering between the properties and also adjacent to a portion <br />of the connector trail to the Greenway. That's going to be done through the developer and Mars, <br />making some of those improvements. The Village has agreed, because Mars is making a <br />commitment to expand in that outdoor storage area and to stay in the Village, as part of the <br />Development Agreement if Council approves this, to contribute up to 59,000 to address the <br />buffering provided they commit to staying in the Village for five years. I also wanted to raise this <br />and explain because Mr. Skoda agreed as part of the development to not only do some of this but <br />to extend the connector trail to the Greenway at his cost. That will be a 12 -foot -wide pathway that <br />will go to the Greenway, for some 390 feet. That is going to be done by Mr. Skoda. We need to <br />get the license done with Premier. Their mortgage company has to approve that. That's underway. <br />When that gets done, we will be able to connect to the Greenway as this residential development <br />comes into play. I wanted Council to know that because it's on the agenda. We are approving the <br />Planning and Zoning Commission action and also will be requesting approval of the Development <br />Agreement itself. If there are any questions, I would be glad to answer them. <br />
