Minutes of the Regular Meeting of Council <br />Monday, September 19, 2022 <br />Page 9 <br />workshop on September 15`h. Two proposals were on the docket, site plan approval at Center <br />School and the Innovation Center. <br />Council President Schutt stated, thank you, Mr. Russell. <br />Diane Calta (Law) — Thank you, Council President. There are two items on the agenda that we <br />have not discussed that I wanted to mention. They are 2022-38 and 2022-39. They relate to <br />participation in two separate settlements for the opioid litigation that the State of Ohio has been <br />litigating. This was brought to my attention by the Mayor back in August. We have been <br />discussing the ability of the Village to participate in those settlements. They are still open to <br />having municipalities participate and now that they have the funds that they are starting to <br />distribute, we took a closer look at it and looked to see if whether or not any of those funds would <br />be available to the Village for expenditures that we would be looking at. They have a <br />Memorandum of Understanding that outlines what all of the funds can be used for. We talked <br />with the Police Chief, Ron and the Mayor and we discussed this at the Department Head meeting. <br />There are some uses for the funds for basically training, largely what looks to be in the Police <br />Department but could be other trainings for the Village or the community. They have an estimated <br />worksheet of how much the Village could be receiving. It's just an estimate. It's over 18 <br />payments. I can't represent exactly how much the Village could be receiving. They did distribute <br />the first tranche of payments. But it looks to be in total, Ron, for both of these settlements if they <br />pay out over those 18 months- a lot of it is going to be dependent on how many people participate <br />in the settlement, but around maybe $30,000-40,000 based on the worksheets. I can't guarantee <br />those, but in looking at the ability to participate, the ability to use the funds, we thought it would <br />be appropriate to ask Council for authorization for the Mayor and the Council President to <br />participate in those two settlements. So those are the two pieces of legislation we added. Are there <br />any questions? <br />There were none. <br />Ms. Calta stated, if there are any questions that come up, I can address them during the discussion <br />of those items. <br />Council President Schutt stated, thank you, Ms. Calta. <br />Shane McAvinew (Parks and Recreation) — Thank you, Council President. The Commission <br />on Aging met last Thursday at the Community Room. We did review all the programs for the <br />summer. Some of the key points we talked about coming up right now with CPA we are working <br />with Random Acts of Fun, a fundraiser that they do. There will be a comedy show at Reserve <br />Hall. Our beloved Mayor is emcee for that particular night. We also talked about the Holiday <br />Party for Village residents scheduled for December 15`h. We had a good turnout last year. There <br />were about 100 residents who showed up. We also discussed the snow plow program. We had <br />a lot of applications back. We are accepting them all the way through October 15`h. After that <br />date, there will be an additional fee. <br />
