Minutes of the Regular Meeting of Council <br />January 23, 2023 <br />Page 3 <br />Open Portion — For Public Comment (5-minute limit) <br />Council President Schutt stated, if anyone wishes to speak, please come up to the podium and state <br />your name and address for the record. <br />There were no comments. <br />Department Head Reports: <br />Diane Wolgamuth (Administration) — Thank you. I just have two quick items. I wanted to <br />advise that Citizen's Advisory will be meeting on Monday, January 301h in this room. It's the first <br />meeting of the year. They take off for the month of December. The highlight on Monday night <br />will be Mr. Wynne who has agreed to come in and talk about Village finances. The other item is, <br />everyone may be wondering what happened to those electric vehicle charging stations that we were <br />going to have in our parking lot. We finally got an update from NOACA. They seem to be having <br />trouble with the bids. They all came in 10% over their estimate. They have rejected all bids and <br />are going back out. They project their timeframe is that they will have approval by the Board of <br />Directors in June and they think they will have the project completed by the end of the year. That's <br />all I have. Thank you. <br />Council President Schutt stated, thank you, Ms. Wolgamuth. <br />Daniel Russell (Building) — Thank you Council President. I will be reporting on the past ARB <br />meetings and the P/Z meetings. ARB met on December 22"d. We had three proposals on the <br />docket, two of which were approved and one was tabled. The next meeting on January 9`h was for <br />P/Z. We had one item on the docket for sending to Council the Conditional Certificate of <br />Occupancy Renewals. Those will be on tonight for approval. The third meeting was on January <br />12`h for ARB. We had two proposals. Both were granted and approved. Finally, the fourth meeting <br />was on January 19th. It was a P/Z workshop to discuss the site plan for the Yours Truly addition. <br />That's all I have. <br />Council President Schutt stated, thank you, Mr. Russell. <br />Ron Wynne (Finance) — Just some quick updates on the finances for 2022. Finishing the year, <br />our income taxes were $9,017,000 which is about $1.9 net of refunds for 2021. That $9 million <br />number is $11.3 million below what it was for 2019 and $10.3 million below what it was for 2021. <br />Even with that kind of reduction in income tax monies, we still end up the year much better than <br />anticipated. From an operational standpoint, we spent $2.8 million of our beginning General Fund <br />balance. That was before transfers. At the end of the year, we had the one-time transfer of $2.6 <br />million from the Civic Center Fund back to the General Fund that the Department of Taxation <br />approved earlier in the year and then $1 million in transfers from the TIF funds. After the transfers, <br />
