Minutes of the Regular Meeting of Council <br />January 23, 2023 <br />Page 4 <br />our General Fund for the year actually went up by $842,000. All in all, we ended up the year in <br />pretty good shape, much better than we had budgeted. We are starting the year off with $41.9 <br />million in our General Fund. We are currently finalizing the budget for 2023 which Council should <br />have if not this weekend by next weekend for sure. <br />Council President Schutt asked, any questions for Mr. Wynne? <br />There were none. <br />Council President Schutt stated, thank you, Mr. Wynne. <br />Shane McAvinew (Parks and Recreation) — Thank you, Council President. I have just a brief <br />report. We are working through hiccups on our snowplow program. I have been in contact with <br />three of the five vendors. The companies are struggling a little bit. Currently I have been talking <br />most of my day with them about evaluation of routes. If you do get a phone call, I am doing my <br />best to work on it and get it all corrected. The second thing is, we are in the process of moving <br />forward to replace Sean Supler. We had some wonderful candidates that interviewed last week. <br />We narrowed it down to a young lady who currently works for Macedonia Recreation Department, <br />Samantha Clark -Cartwright. Out of the 6 interviews we had, we had 5 very very good interviews. <br />She stood out a little bit above the top. Hopefully in the next month you will see a new face around <br />the Village. She's very pleasant. She's been in recreation for 3 plus years, so she is familiar with <br />the commitment needed. <br />Council President Schutt stated, thank you Mr. McAvinew. <br />Chief Matias (Police Department) - As I mentioned at Caucus, I put together a little presentation <br />to talk about our first full year of operating our photo enforcement program. A copy of the <br />presentation is attached to these Minutes. The following are some highlights: <br />The idea started in 2020 when we were monitoring the speeds on the ODOT traffic monitor <br />on 271 north of Highland Road. When we were comparing the data from 2020 to 2019 <br />and earlier, we could see a really significant increase in the amount of vehicles speeding at <br />ridiculously high speeds (85+). We saw between the two years about 100% increase. We <br />started doing traffic details up there to try to slow the vehicles down. With the volume and <br />high speeds especially during rush hour, it was too dangerous. <br />The photo enforcement program is a supplement to, not a replacement for, our traditional <br />traffic enforcement. It can operate at locations where roadside traffic stops are too <br />dangerous due to high volume and high speeds. Also, we can do more violations, increasing <br />the deterrent effect. <br />The goal is the perceived likelihood of getting a citation will get people to slow down on <br />their own. <br />
