Minutes of the Regular Meeting of Council <br />Monday, August 21, 2023 <br />Page 4 <br />Getting back to Beecher's Brook, we identified the problem area and came up with two <br />alternatives. The preferable alternative was basically to replace the crossings and upsize the <br />crossings on Worton Park Drive, on North Woodlane Drive, Norman Road, South Woodland and <br />Woodland Drive to the west. We had been working with Mayor Bodnar and Tom Cappello from <br />the Engineer's office early on when we were doing the master plan because we knew that they <br />were planning on upsizing the crossings and we wanted to get the proper sizing for Tom so he <br />could keep moving on his design and eventual construction. Working with Tom and the engineer's <br />office, basically it was decided that we would break this up into two phases. He's taken the lead <br />on that. <br />The first thing you see on the slide right now essentially is Phase 1. That involved the upsizing of <br />the crossing on Worton Park Drive just south of Hemingway Road. It involved the upsizing of the <br />crossing at North Woodlane Drive. Originally it was going to be replacing one of the culverts <br />from Mr. Mackey's driveway to make it one long crossing but to meet the resident's expectation, <br />we broke that up into two and both of those crossings were of size. During the study, we identified <br />that this is a problem area. We identified one house as having flooding. That was at 6213 North <br />Woodlane Drive which is that area in the yellow square there. We proposed to purchase the home, <br />level it, do the demolition and widen the flood plain in that immediate area. What that would allow <br />us to do is when that flow comes underneath North Woodlane Drive, it would spread that water <br />around and slow it down a little bit so that you wouldn't have that rush of water continuing north <br />and over on Worton Park Drive itself and to the neighbors further to the east where it takes that 90 <br />degree bend. That's basically what's presented on this aerial right here. I will talk about Phase II <br />in just a moment. <br />We did have a storm as everyone is aware of on the afternoon of August I Ith going into early <br />afternoon of August 121h. From what we saw on our rain gages, we looked at all those and the <br />closest one to Mayfield Village is located in Mayfield Heights. When we took a look at the <br />information it looked like over the 24 hour period, you had about 2.64 inches of rain fall down. <br />It's a decent amount of water that's going through that area, especially in the Worton Park Drive <br />neighborhood where there's a very small creek. The floodplain has been developed with <br />residential homes. There's quite a bit of water trying to get through there. <br />One of the things that we did as part of the master plan study is that we actually modeled what <br />Worton Park Drive would look like during existing conditions during various stormwater events <br />including the two year storm event. What you are seeing here on the image above is the extent of <br />the flooding that was predicted in existing conditions. That's even before the culverts were done <br />near the northern part of the Worton Park Drive neighborhood. As you can see there, the channel <br />goes from west to east in parallel with North Woodlane Drive. It goes underneath the crossing <br />and then continues up a southwest and northeast trend going up to Worton Park Drive itself. We <br />noted that one house was going to experience first floor flooding according to the model. We did <br />note that there would be either passable or impassible flooding of Worton Park Drive and North <br />Woodlane driving during the storm event and also the roads to the south of that. We did note that <br />the other houses would experience flooding coming up towards the homes in the rear lots. But <br />
