Minutes of the Regular Meeting of Council <br />Monday, August 21, 2023 <br />Page 11 <br />A member of the audience stated, hers goes down to here so you have all of that volume <br />accelerating into this narrow channel and then a hard left. <br />Mr. Williams asked, could you go back over the current floodplain that you recently put in. Could <br />you explain the dynamics of that again? <br />Mr. Blair stated, the idea of a floodplain is that once the water comes out of the crossing at North <br />Woodlane Drive, the idea is if you have a low wide floodplain as the water is starting to go through <br />there you are getting more and more water coming through. It's also going to expand out. It <br />actually helps slow that down a little bit. As it is widening out and slowing down, that prevents <br />us from getting further issues with the crossing at Worton Park Drive and potentially causing a <br />situation where you have erosion taking place. As you are having your storm event, the water is <br />coming underneath the crossing. The water is staying in its channel. As the water is rising up, the <br />idea with the low floodplain is that water has a chance to expand out into that area without affecting <br />anything. That also takes a little bit of that velocity out of that particular spot. <br />Mr. Williams stated, the hindsight is what it is, but shouldn't it have been deeper? <br />Mr. Blair replied, there's things you can tweak better. There's opportunities still at that floodplain <br />that you can tweak a bit. <br />A member of the audience stated, I am an engineer as well, but not civil. I understand what you <br />are doing. It breaks the hydrostatic pressure and then it drops the pressure and slows down. If you <br />go any lower, what is going to happen is you are going to make a lake. That's what you ae trying <br />to avoid right now which makes sense. <br />Mr. Blair stated, in the neighborhood, bedrock is shallow there. You probably have about 2 to <br />2 '/z feet to work it. What you want to do is slope it a bit so you are not retaining water there. One <br />of the complaints we get when we propose putting in smaller detention basins is that it's a safety <br />issue for kids. You don't want it holding water for more than 72 hours because it's a mosquito <br />issue. We want it to basically spread the water out but we don't really want to hold water and have <br />standing water there that presents either a safety or insect issue. With the design we have, we are <br />trying to address the buildings and roadways. We are working with Tom and his office to see if <br />there are ways we can address the channel between North Woodlane Drive to Worton Park Drive <br />where we could maybe do some adjustments to try to get that water down a little bit. <br />Joe Fink <br />970 Worton Park <br />I am the one who presented the pictures for you guys. <br />Mr. Blair stated, thank you very much. <br />Mr. Fink replied, no problem.
