Minutes of the Regular Meeting of Council <br />Monday, August 21, 2023 <br />Page 12 <br />my understanding that would be a retention basin that would take on a lot of the water and alleviate <br />a lot of the regular flooding we get. This was a pretty big event but two weeks prior to that I did <br />get water in my basement for the first time in 15 years. <br />Mr. Blair asked, did the water come in through your drive? It helps us to know if it was back up <br />from the sewer or did it come in from a window or doorway? <br />Mr. Fink replied, basically the red purple area there, the back of my house, that's where the water <br />came in through the lower level. It wasn't sump pump back up. It was coming up from the base <br />of the wall. <br />Mr. Blair asked, from this storm event? <br />Mr. Fink replied, not this particular storm event. There was one that was two weeks prior. Every <br />time we get a heavy rain, we are seeing significant flooding. I would say it is more than just lawn <br />flooding. The whole entire area back there starts to flood in all our yards. I have two small kids, <br />a 2 and 3 year old. My understanding from when the property was purchased that that would take <br />on a lot of that flooding. <br />Mr. Blair stated, I appreciate you letting us know. It was designed to hold the water. I appreciate <br />getting any pictures or information that you can provide us, especially since it pre -dated that event. <br />We are working with Tom. We will be in touch with him. <br />Mr. Fink asked, is there a way to make that property take on this amount of water without it <br />flooding all of our backyards. <br />Mr. Cappello replied, the plan here is to deepen and widen the existing channel that we did not <br />have as part of the culvert replacement. We are going to head northeast to where we stopped at <br />the rock. There's a section of the creek that's flat. That's part of the problem too because it won't <br />convey water. Water won't flow as fast as it needs to. We will excavate and widen the existing <br />channel. We should be able to drop the water surface about a foot which would then significantly <br />reduce some of that floodplain. <br />Mr. Marston asked, when? <br />Mr. Cappello replied, if the change order is approved tonight, they will begin after Labor Day. <br />Mrs. Jurcisek stated, Mr. Fink brought up a good point when he mentioned about lawn flooding. <br />When does it become excessive? What's normal yard or lawn flooding compared to excessive? <br />Mr. Blair stated, we are focusing on buildings and transportation assets where it is basically getting <br />in and getting into the house causing damage to the building. It's a safety issue for the resident. <br />With the roadway, what we would like to do if we can in an ideal world, we would like to have <br />the roadway dry during the storm event and have the roadway 12 inches above where the water is. <br />It's very very tough, so we are trying to keep the roads above the waterlines. <br />
