Minutes of the Regular Meeting of Council <br />Monday, August 21, 2023 <br />Page 13 <br />Mrs. Jurcisek asked, so the yard is not taken into consideration? <br />Mr. Blair stated, we go to buildings and roadways. <br />A member of the audience stated, I think that lawn flooding is something that happens throughout <br />the neighborhood. Is there a proposal that we can eliminate and make the floodplain smaller, <br />deeper, more enforced that it isn't so widespread that the floodplain just expands to our decks, our <br />windows, our homes. <br />Ms. Friedman stated, the stream is in the location it's in. It's going on the floodplain. This area <br />as mentioned is very flat. The Village engineer's proposal is to deepen it and widen it a little bit. <br />That will help with that but because of the natural topography of the land and the way this stream <br />is located and then the houses were built around the stream. The stream was here first. The <br />floodplain is there because of the topography. You are always going to have this floodplain here. <br />The steps the Village is going to be taken should help in some of these storm events. Not all. You <br />will always have a floodplain there because the stream is there and you have this water coming <br />through the area. <br />Mr. Blair stated, we can try to see if there are ways we can reduce it. But as Donna mentioned it's <br />relatively flat there. The infrastructure was built after the stream. You are going to have flooding <br />during bigger storms that go outside the channel unless we build very large basins and take out <br />homes. The other option I didn't bring up is that we were looking at the potential for taking out <br />homes at South Woodlane and North Woodlane Drive and opening that all up and expanding the <br />floodplain there. We will not do eminent domain. <br />A member of the audience stated, we live on the top where you have the two watersheds meeting <br />right there. Is the high school sitting in a spot where it can shed toward Euclid instead of the <br />Chagrin? <br />Ms. Friedman replied, based on what I was looking at today, only the back half of this whole <br />property really goes there. The rest of it all goes north as you were saying to that other tributary. <br />I don't think there is a way where we can curve the topography. It's usually pretty hard to jump <br />watershed lines. <br />Mr. Blair stated, with the back part of the school parking lot, all that channels up towards Wilson <br />Mills Road. <br />A member of the audience asked can you make it higher? <br />Ms. Friedman stated, we have really taken a lot of time tonight. I'm really grateful you had us out <br />here. I am willing to pass out my card as well as a notebook if you want to write down a good <br />contact.
