Minutes of the Regular Meeting of Council <br />Monday, April 21, 2025 <br />Page 3 <br />What I've handed out tonight is, I asked the Ohio Public Works Commission, could you give me <br />a printout of all the projects that have been funded over the 38-year life of this program in the <br />communities in my District? So, I was able to get those for all the communities and I have handed <br />Mayfield Village's out to the Council Members. In the Village of Mayfield, you've received about <br />$5 million out of this program over its history. $1.7 million in grants, $2.6 million in 0% interest <br />loans, and that is the SCIP program, and under the LTIP program, which is Local Transportation <br />Improvement Program, you received $411,000 for that particular program. <br />So, what we really want to encourage is a continuation of this program, because it certainly helps <br />communities, many of them small, many of them not possibly being able to afford the cost of the <br />infrastructure needed, but it's the State of Ohio assisting with these projects and all that. We're <br />hopeful that the voters will understand this, that this is a program that has been around. As I said, <br />I think it's one of the best ideas Ohio ever had. It is a partnership between State Government and <br />Local Government in terms of helping a lot of Local Governments address critical infrastructure <br />needs. The State Construction Improvement Program is not limited to just roads and bridges. It <br />includes water lines, sewer lines, wastewater treatment facilities, any type of solid waste disposal <br />type of facilities and all that, whereas the LTIP program is reserved for roads and bridges. <br />So, I would encourage everyone to, because it's a normally light turnout that we're probably going <br />to see on May 6th. A lot of people aren't aware that there is an Election Day, and we really need <br />this to be reauthorized, because if it's not, the program will expire on July 1st of this particular <br />summer. So, we would certainly encourage all of our local officials in all of our communities to <br />remind their residents that your particular community has benefited from this program. These are <br />dollars that the State of Ohio has made available for the infrastructure projects that I have listed <br />here, and that over the history of this program have benefited the Village of Mayfield. <br />Because there's been a lot of other discussion in the news, I'll point out that there's nothing in this <br />Issue that involves bonds for a football stadium in a western suburb of Cleveland. This is not <br />involved with that. This is local infrastructure. These are projects that you folks decide and apply <br />for that you need help on funding to get these done. I'd encourage your support. I'd be happy to <br />answer any questions. <br />The other thing, obviously, the Legislature, or at least the House side has passed the House budget. <br />I've never voted against a budget bill in all the time I've been in office, but I had to vote against <br />this one because I think some of the policies regarding funding our public education, taking the <br />libraries off of a proven funding formula that has benefited them and many other issues. <br />Thank you, and I'd be happy to answer any questions. If not, I would certainly urge you to tell <br />everyone, make sure you vote on May the 6th and make sure you vote for State Issue 2. One other <br />thing people may say, well, where's State Issue 1? Why is there just State Issue 2? Well, the <br />legislature last year decided that since we had so many Issue 1's floating around the last few years, <br />and people would say, do I vote yes for this one, or is this the one I vote no on? Actually, we <br />imitate what some other States have done now. State Issues will now be consecutively numbered, <br />so State Issue 2 is on this year. Obviously, the next State Issue, whenever that appears on the <br />ballot, will be State Issue 3, and obviously local issues will have to kind of get behind on that. I <br />
