Minutes of the Regular Meeting of Council
Monday, May 19, 2025
Page 8
Mr. Meyers asked, when you waive competitive bidding, is there an amount that you waive? Is
there a threshold?
Ms. Calta replied, we are required to competitively bid anything exceeding $75.000. This was
already bid by the State of Ohio. They have a State contract that was put out to bid. When they
did that, they competitively bid it at the State level. We are obtaining these goods and services at
the same price that the State of Ohio has contracted for the same services and materials.
Mr. Meyers asked, same size building, same everything? How do they do it?
Ms. Calta replied, they have unit prices for the materials and they have specific prices for the labor.
It's all broken out. Their project may have been different than our project. They might have been
putting a roof on a salt dome which we have done in the past. This is a roof on a garage. If you
are really interested, Al, I can get you the link and you can see all the data that they have. There
are a bunch of spreadsheets. It breaks down all the materials and all of the labor by line item and
by the price for each item you purchase and all the labor.
Mr. Meyers stated, I thought there was an amount. That's why I was asking.
Ms. Calta replied, yes. That's why we are going to waive the competitive bidding requirement.
The easiest way to explain it is the State has already gone and competitively bid these materials
and these services.
Mr. Meyers stated, okay. Thank you.
Council President Schutt asked, any other questions or discussion?
There was none.
ROLL CALL: AYES: All Motion Carries
NAYS: None Resolution Passes
Council President Schutt stated, Resolution 2025-25 passes.
First Reading of Resolution No. 2025-26, entitled, "An emergency Resolution
authorizing Mayfield Village to accept the proposal of Dugger Acquisitions, LLC and
enter into a contract with Dugger Acquisitions, LLC for Civic Center exterior painting
and repairs and interior painting of Reserve Hall in the amount of $63,850.36 plus a ten
percent contingency for a total amount not to exceed $70,235.00." Introduced by Mayor
Bodnar (Administration). (Requires suspension of the rules tonight and upon passage
this legislation will take effect immediately upon signature of the Mayor.)
Mr. Murphy, seconded by Mr. Arndt, made a motion to suspend Resolution No. 2025-26.
