<br />ORDINANCE NO. 80- <br />INTRODUCED BY: <br />AN EMERGENCY ORDINANCE CREATING A SPECIAL FUND <br />TO RECEIVE VOLUNTARY CONTRIBUTIONS FROM CITIZENS <br />TO THE MUNICIPAL EMPLOYEES. <br />WHEREAS, from time-to-time, grateful residents of Mayfield <br />Village and other interested parties wish to express their apprecia- <br />tion for services rendered by employees of the municipality in the <br />course of their duties; and <br />WHEREAS, the individual employees of the municipality are <br />prohibited from accepting such donations individually; and <br />WHEREAS, although it is the policy of this Council to <br />encourage selfless dedication to duty without the expectation of <br />monetary reward, such contributions, properly restricted, can never- <br />theless be a morale builder; and <br />WHEREAS, the assignment of employee duty should always be <br />according to the dictates of efficiency and in the best interests of <br />the people and, therefore, one department should not benefit to the <br />exclusion of the others in contributions received solely because <br />members of one department or the other were assigned to a particular <br />task; and <br />WHEREAS, the Director of Law has ruled that it is legal <br />for the Village to accept such contributions and to expend the money <br />on items which would not normally be within the Village budget in <br />accordance with the wishes of the persons making the contributions; <br />now, therefore, <br />BE IT ORDATP3ED BY THE COUNCIL OF THE VILLAGE OF HAYFIELD, OHIO, THAT: <br />Section 1. There is hereby created a special fund, addi- <br />tions to which and expenditures from which are strictly controlled <br />by this ordinance, such fund to be known as the "Municipal Employees' <br />Citizens' Contribution Fund" in the accounts of the Village. <br />Section 2. Any contribution directed to any official of <br />the Village or employee thereof or sent to any department or division <br />of the Village or addressed to Mayfield Village itself, which is <br />clearly intended to express appreciation for services rendered by <br />a municipal employee, regardless of the exact form in which the <br />contribution is made, shall be deposited to the credit of such fund <br />and shall remain restricted to such fund unless expended in accordance <br />herewith. <br />Section 3. No contribution in excess of Two Hundred Fifty <br />Dollars ($250.00) shall be accepted. In the event that a contribution <br />in excess of Two Hundred Fifty Dollars ($250.00) is made for such <br />purposes, it shall forthwith be returned to the donor with an <br />explanation that the Village is unable to accept donations of this <br />type in excess of Two Hundred Fifty Dollars ($250.00). <br />
