ORDINANCE NO. 80- INTRODUCED BY: AN EMERGENCY ORDINANCE CREATING A SPECIAL FUND TO RECEIVE VOLUNTARY CONTRIBUTIONS FROM CITIZENS TO THE MUNICIPAL EMPLOYEES. WHEREAS, from time-to-time, grateful residents of Mayfield Village and other interested parties wish to express their apprecia- tion for services rendered by employees of the municipality in the course of their duties; and WHEREAS, the individual employees of the municipality are prohibited from accepting such donations individually; and WHEREAS, although it is the policy of this Council to encourage selfless dedication to duty without the expectation of monetary reward, such contributions, properly restricted, can never- theless be a morale builder; and WHEREAS, the assignment of employee duty should always be according to the dictates of efficiency and in the best interests of the people and, therefore, one department should not benefit to the exclusion of the others in contributions received solely because members of one department or the other were assigned to a particular task; and WHEREAS, the Director of Law has ruled that it is legal for the Village to accept such contributions and to expend the money on items which would not normally be within the Village budget in accordance with the wishes of the persons making the contributions; now, therefore, BE IT ORDATP3ED BY THE COUNCIL OF THE VILLAGE OF HAYFIELD, OHIO, THAT: Section 1. There is hereby created a special fund, addi- tions to which and expenditures from which are strictly controlled by this ordinance, such fund to be known as the "Municipal Employees' Citizens' Contribution Fund" in the accounts of the Village. Section 2. Any contribution directed to any official of the Village or employee thereof or sent to any department or division of the Village or addressed to Mayfield Village itself, which is clearly intended to express appreciation for services rendered by a municipal employee, regardless of the exact form in which the contribution is made, shall be deposited to the credit of such fund and shall remain restricted to such fund unless expended in accordance herewith. Section 3. No contribution in excess of Two Hundred Fifty Dollars ($250.00) shall be accepted. In the event that a contribution in excess of Two Hundred Fifty Dollars ($250.00) is made for such purposes, it shall forthwith be returned to the donor with an explanation that the Village is unable to accept donations of this type in excess of Two Hundred Fifty Dollars ($250.00).
