ORDINANCE N0. 86-16 <br />INTRODUCED BY: Mayor Fred N. Carmen <br />AN ORDINANCE SUBMITTING TO THE ELECTORATE OF <br />HAYFIELD VILLAGE, OHIO, A PROPOSED AMENDMENT TO <br />THE VILLAGE CHARTER, PERTAINING TO THE COMPOSITION <br />OF COUNCIL, PROVIDING FOR ALL NECESSARY PROCEDURES <br />IN CONNECTION THEREWITH, AND DECLARING AN <br />EMERGENCY. <br />BE IT ORDAINED BY THE COUNCIL OF HAYFIELD VILLAGE, OHIO, THAT: <br />Section 1. Pursuant to Article X of the Charter of <br />Mayfield Village, Ohio, the Village Council proposes the following <br />amendment to the Charter of the Village, said proposed amendment to be <br />submitted to the electorate of the municipality, at their regularly <br />scheduled General Election to be held on the 4th day of November, <br />1986. The proposed amendment shall be designated by a ballot question <br />number and shall be further designated by an individually lettered <br />subheading. The proposed amendment and respective ballot question <br />shall be as follows: <br />A. Shall Section 1 of Article III of the Charter of <br />Mayfield Village, Ohio be amended by deleting the <br />current section in its entirety and substituting <br />therefor the following wording: <br />"The legislative powers of the Municipality, <br />except as otherwise provided by the Charter <br />and by the Constitution of the State of Ohio, <br />shall be vested in a Council of seven (7) <br />members, three (3) of whom shall be elected by <br />the people-at-large and four (4) of whom shall <br />be elected from Wards, one (1) from each of the <br />four (4) Wards. The members of Council representing <br />Wards One (1) and Three (3) and one (1) At-Large <br />Council member shall be elected at the regular <br />municipal election in 1987 and every fourth year <br />thereafter for a term of four (4) years commencing <br />on the first day of January next after such election <br />or until their successors are elected and qualified. <br />Two (2) of the At-Large Council members shall be <br />elected at the regular municipal election in 1987 <br />for a term of two (2) years commencing on the <br />first day of January next after such election, <br />or until their successors are elected and <br />qualified, with such members of Council again <br />being elected at the regular municipal election <br />in 1989 and every fourth year thereafter for a <br />term of four (4) years commencing on the first <br />day of January next after such election, or until <br />their successors are elected and qualified. The <br />members of Council representing Wards Two (2) and <br />Four (4) shall be elected at the regular municipal <br />
