The Mayor be and he is hereby authorized and directed <br />to enter into an agreement hereinafter provided: <br />AGREEMENT <br />This agreement entered into on the 18th day of October, 1971, by <br />and between the Northeast Ohio Areawide Coordinating Agency, hereinafter <br />referred to as NOACA, and the Village of Mayfield, hereinafter referred to as <br />the MUNICIPALITY, <br />WITNESSETH: <br />WHEREAS, for the purpose of responding to the needs engendered by <br />Title II of the Demonstration Cities and Metropolitan Development Act of <br />1966, Section 701 of the Housing Act of 1954, as amended, the Intergovernmental <br />Cooperation Act of 1968, and other pertinent federal and state statutes and <br />programs, an areawide coordinating agency has been established for the <br />Northeast Ohio Area, including the Metropolitan areas of Cleveland, Akron, <br />and Lorain-Elyria, and the Counties of Cuyahoga, Geauga, Lake, Lorain, Medina, <br />Portage and Summit; and <br />WHEREAS, the provisions of Section 134 of Title 23 - U.S. Code - <br />Highways, require that a continuing comprehensive transportation planning <br />process be carried on cooperatively by the states and local communities, within <br />urban areas of over 50,000 population as a condition for the Federal Highway <br />Administration's approval of federal aid highway improvements within the <br />urban area involved; and <br />WHEREAS, the public interest demands the preparation of a long-range <br />plan for the development of transportation systems embracing various modes of <br />transport in a continuing comprehensive transportation planning process, and <br />WHEREAS, an areawide board has been established consisting of elected <br />public officials, or public officials responsible to them, in the seven-county <br />area, and various concerned State Departments, to conduct the business of <br />NOACA; for review of projects concerned with but not limited to open-space <br />land projects, housing, hospitals, airports, libraries, water supply and <br />distribution facilities, sewerage facilities and waste treatment works, <br /> <br /> <br />
