ORDINANCE No. 902 <br />By Mr. Mason <br />AN ORDINANCE RELATING TO CONFLICT OF INTEREST <br />_AND.PRESCRIBING,A PENALTX_FO$ VIOLATION . <br />WHEREAS, the enactment of legislation defining possible areas <br />of conflict.of iaterest of public officials will furnish a guide in <br />uncharted areas where applications of ethical principles may be in <br />doubt, would generate public interest in proper standards of official <br />conduct and thereby encourage a greater measure of respect for, and <br />confidence in, public office and would protect members of Council, of- <br />ficers, and employees of the Village of Mayfield from malicious <br />inuendoes through the avoidance of any basis for suspicion. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE VILLAGE OF MAYFIELD, <br />COUNTY.OF CUYAHOGA,.STATE OF_OHIO,,THAT: _ <br />Sec. 1. 'Conflict of Intere'st. It shall be unlawful for any <br />member of ouncil or any o icer or employee of the Village of Mayfield: <br />(1)? To have a direct or indirect financial interest in,or-to act directly or indirectly as attorney, agent, <br />broker, or employee, or in any other capacity in <br />behalf of any private person, firm, or corporation <br />• interested directly or indirectly in any manner what- <br />soever in any contract, work, or business, or the sale <br />or acquisition of any property, the cost of which is <br />payable from Village funds; or, <br />(2) To engage in the practice of law or to represent or <br />_ to appear in behalf of an individual or individuals <br />before any court in any ma.tter or controversy in which <br />the Village of Mayfield is or may become a party, except <br />on behalf of the Village as an officer or employee; or, <br />(3) To appear before any board or commission of the Yillage <br />_ of Mayfield as counsel, attorney; or agent, except in <br />behalf of a constituent or constituents without com- <br />pensation therefor, or in the performance of public <br />obligations or official duties; or, <br />(4) To use or permit the use of Village-owned vehicles, <br />equipment, materials, or property, for personal <br />convenience or profit, except when such services are <br />available to the public generally; or,
