MINUTES'OF TBE REGULAR MEETING OF COUNCII.
MAYFIELD VII.LAGE
JiTLY 15, 1991
The Council of Mayfield Village met in Regular Session on Monday, July 15, 1991, at 8:02 p.m.
in the Council Chambers at Village Hall. Council President Bruce Rinker presided.
ROLL CALL: Present: Mr. Basile, Mrs. Cinco, Mr. Ferrante, Mr. Flynn, Mrs. Mills,
Mr. Pietrafese, and Mr. Rinker
Absent: None
Also Present Were: Mayor Carmen, Mr. Amendola, Mr. Hovancsek, Mr. Patrick,
Mr. Ramos, Chief Stevens, Chief Mohr, and Miss Heath.
The Pledge of Allegiance to the Flag was given.
OPEN PORTION
Ms. Chris LeGros. B.F.I. - said she has prepared a letter for Council's review relarive to the
rubbish and recycling bids opened on Friday. She said that Redlin submitted no bid as per
specifications; they submitted an alternate bid which listed no rebate on recyclables as required by
the specifications. Ms. LeGros said that Recycle Midwest is requiring plastic bags instead of a bin
as per specif'ications, and they have only given one reference regarding collection. She said in light
of that fact, B.F.I. would be the lowest and best bid received.
Mr. LaConte - Pazkview Golf Course - said he wanted to bring up the flooding situation that exists
in the back yard of the golf course. It is taking on more water from the roadway culvert. He asked
what would be done about it.
Mayor Cazmen said the Village is in the process of doing a Village-wide study of drainage
problems and is working with two different consultants. He explained that problem areas will be
prioritized and that we will work down through the list. Mayor Carmen said that while Mr.
LaConte's problem is a serious problem, it is probably not even in the top ten.
Mr. LaConte the pipe from Highland Heights is causing land loss and asked why there are no
regulations for them to contain the water like they are supposed to. He explained that he had to
rebuild a bridge. Mr. LaConte said he would like some answers on this problem.
Mr. Richard Bole - Recvcle Midwest - said that he is one of the four companies who bid on the
rubbish removal project. He explained that he has sent Council letters regarding his plans to start
up a recycling plant. Mr. Bole said he is having trouble getting enough communities to open the
plant to get a good volume of recyclables so now he is bidding on municipalities' rubbish/recycling
contracts. He said he now has Moreland Hills' contract. He said they propose a blue bag system
for pick-up of recyclables. He explained the blue bags are better than the containers because they
hold more, are lighter, and residents do not have to take them back from the street at the end of the
day. He said that his bid is the lowest, therefore Council should consider it.
?2-1
.,
