?? .

To: Mayor Rinker
Council President Buckholtz
All Members of Council
From: ghil Breti`-J;W
Reference: URS modification #10
June 25, 2004
Please find attached modification number 10 for URS contract in conjunction with the
S.O.M. Center Road widening project. URS lays out the specific needs far the changes
in the attached documentation. In addition, URS has provided a comparison of some of
the cost savings that have been achieved relative to some of the increases in the cost of
engineering. Please note that for construction engineering, the savings achieved far
exceed the additional cost of engineering.
The additional cost of construction observation reflects the desire by the Village to
provide the optimal degree of inspection and oversight on the actual construction phase
of engineering. This is critical to the long term issues of quality control and fiscal
control. The presence of sufficient qualified inspectors on the jah in the past has prczve.d
critical on a number of projects. The absence of the same on other projects has resulted
and a host of problems. I have asked theLaw Department to draft the necessary
legislation for Monday and respectfully ask Council to consider and approve the
legislation. Please feel free to contact me with questions an this issue.
