1VIINUTES OF THE REGULAR 1VIEE'I'ING OF COUNCIL <br />March 20, 2006 - 8:00 p.m. <br />MAYFIELD VILLAGE CIVIC HALL <br />The Council of Mayfield Village met in regular session on Monday, March 20, 2006 at <br />approximately 8:05 p.m. in the Mayfield Village Civic Hall. Council President Buckholtz called <br />the meeting to order. <br />ROLL CALL: Present: Mr. Buckholtz, Mr. Marquardt, Mr. Marrie, <br />Mr. Saponaro, Mrs. Mills and Dr. Parker (8:25 p.m.) <br />Absent: Mrs. Cinco <br />Also Present: Mayor Rinker, Ms. Calta, Mr. Chapman, Chief Dearden, <br />Chief Mohr, Mr. Marrelli, Mr. Metzung, Mr. Thomas, <br />Mr. Cappello and Mrs. Betsa <br />The Pledge of Allegiance to the Flag was given. <br />OPEN PORTION <br />5-minute limit imposed by Chair. Those who wish to speak must first state their name and address. <br />There were no comments. <br />Comments by URS Representative - Gregorv A. Rhinehalt, Senior Environmental Scientist <br />Mr. Rhinehalt commented upon the proposal submitted for services related to the wetland <br />and stream mitigation monitoring for the State Route 91 proj ect. They submitted and obtained <br />pemuts for the wetland stream associated with the State Route 91 project on behalf of the Village. A <br />condition of those permits was to replace wetlands and streams that were affected by the project <br />including the bike path. They completed on-site mitigation as well as sma11 isolated wetlands <br />constructed on the North Chagrin Reservation. A condition of the plan is to provide five years of <br />monitoring including field work and a report at the end of each year for a total of five years. <br />Beginning within the last year, Ohio EPA has significantly increased the requirements of the <br />monitoring including soil and water chemistry, vegetation and sampling. That in a nutshell is what <br />URS has proposed to do. They could not anticipate the requirements at the time they originally <br />proposed the project. It was not part of the scope of the work. <br />Mr. Saponaro indicated that Mr. Rhinehalt came before the Finance Committee. He also <br />explained to us that there are some new rules that are applicable, both Federal and Ohio which is a <br />liitle more stringent. This would include two site visits per year and an annual report. After five <br />years, URS will make sure that we have complied with everything and provide final approval. This <br />is not only the waterfalls by the Hejcl property, but this is Beecher's Brook, the street by Progressive <br />and more stringent monitoring of water and soil chemistry and vegetation density.
