FEBRUARY 10, 1987 <br />PAGE 5 <br />.them:-'Neighbors _di:sagreed:, since the Halleen fence was on the Halleen <br />grade and had to be removed in order to construct the retaining wall. <br />Councilman Talion would like Mr. Sanker, the inspector who sligned the <br />letter granting permission to remove the Halleen fence temporarily <br />during the Kenny'King Construction, to verify what section of fence <br />was removed. The Commission and Mr. Tallon agreed that two fences <br />might not be acceptable, but since that.is the way the plans were <br />approved, any change must be approved by Council. Mr. Bierman sug- <br />gested that a batten strip be added on each gap between the boards, <br />instead of adding more boards on the other side. City Engineer Schaller <br />agreed this would be a more positive approach. Mr. Salisbury believes <br />their system will work and can be done moze easily, since the batten <br />strips would have to be custom cut. Mr. Gorris stated he is not too <br />concerned about how they shield-the lights, b ut if it does not work, <br />they will'have t'o come back. Mrs. Mahoney questioned what type erosion <br />control was going to be.installed on the mound. Mr. Schaller advised <br />that railroad ties are to.be installed, and if that is.not done in a <br />reasonable time in the spring, the City has the authority to contract <br />the work done using the deposits which are being held. Mrs. Schmitz <br />is concerned that the speaker volume might some day be turned up and <br />was advised that, if that happens, she should notify the Building De- <br />partment. Assistant Law Director Dubelko advised.that it should be <br />noted,.regarding the speaker-prob lem, that the developer's representa- <br />tive had.indicated that is is their intention to resolve the noise <br />problem by lowering the noise level down to the lowest possible level, <br />and to redirect their speaker, and he has agreed that this will be <br />maintained indefinitely. J. Burns.moved to continue the conditional <br />occupancy permit with the understanding_that Kenny King has a proposal <br />before us to complete a solid wood fence on the opposite side of the <br />existing solid wood fence and that the Commi.ssion would also like them <br />to consider'Mr. Bierman's and.Mr: Schaller°s alternative suggestion, <br />that of the batten-strips on what is now the solid side of the fence, <br />and.that a two week_evaluation by the Building Department be included <br />for reporting back to this Commission,'as to whether or not this <br />system is working, seconded by R. Bierman and unanimously approved. <br />2) Election of officers: <br />Elections will be postponed again, until more members are present. <br />Mr. Bierman agreed to serve as the Planning Commission's representative <br />to the Landmarks Commission <br />IX. ADJOURNMENT; <br />B. Gorris moved to excuse tHe absence of Mr..
