?-. a ? • w ,-i CITY OF NORTH OLMSTED PLANNING COMMISSION MINUTES - JUNE 23 & 24, 1987 I. ROLL CALL: Chairman Burns called the meeting to order at 8:15 p.m. Present June 23rd: M. Betts, R. Bierman, B. Gorris, J. Thomas, E. Traczyk and J. Burns Present June 24th: M. Betts, R. Bierman, B. Gorris, T. Morgan, J. Thomas, and J. Burns. Also Present June 23rd: City Engineer J. Schaller, Councilman R. Tallon, and Clerk of Commissions B. Oring Also Present June 24th: Assistant Law Director J. Dubelko, Councilman D. McKay, and C1erk of Commissions B. Oring. II. REVIEW AND CORRECTTON OF MINUTES: K Betts moved to approve the minutes of June 9, 1987 as submitted, seconded by J. Thomas, and unanimously approved. III. BUILDING DEPARTMENT REQUESTS: 1) Chi-Chi's Restaurant, 25411 Great Northern Shopping Center Proposal to alter canopy on existing restaurant. (Heard by Planning Commission April 14, 198.7). Heard by Architectural Board of Review June 17, 1987. Mr. Davis of Chi,Chi's presented photographs of an existing canopy and explained proposal: canopy will be red with a creamband (cream band has been reduced from.what originally planned because it was too stark and emitted too much of a glow), downlighting with florescent lamps will be installed in order to improve security at the entrance; this alteration is part of a system wide project to give a more festive appearance to the restaurants, internal renovations will also be made; a green canopy was considered at one time b ut compan_y H as decided to use red at all locations; they do not believe that a green canopy (as suggested by the Commission previously) would be compatible with the other b uildings in this shopping center since the predominate b ackgroimd color is red; and since material has a white backing much of the light will be reflected downward, but material is slightly translucent and there would be some glow. Commission is concerned that the canopy would actually be a glow- ing red sign and questioned if the entire canopy should actually be considered.under the sign ordinance; they also believed that lighting is not actually downlighting since there would be 180 degree lighting of the material; and since the building is close to Lorain Road, they believe that it could dominate the area.'The Commission suggested shielding the light in order to direct all lights down. Mr. Davis had no ni.ght photographs of the canopy, b ut stated th at there was some glow but with the white backing of the material it would be subdued. He
