Mr. Davis <br />advised Mrs. Kordish, a member of the audience, that because of the <br />green trim at Westgate P4a11, a green canopy is to be installed on their <br />restaurant there. Mr. Bierman noted that no attempt to tone down the <br />proposal had been made as previously requested by the Commission at the <br />April 14th meeting. J. Thomas moved to apnrove Chi-Chi's Restaurant <br />proposal to alter its existing canopy as in the plans that they have <br />submitted to P-lanning Commission, seconded by E. Traczyk. Roll call <br />on motion: Thomas, Betts, Bierman, Gorris, and Burns, no. Mrs. Traczyk, <br />yes, Motion failed to pass. B. Gorris moved that the Chi-Chi's plans <br />be approved as presented with the exception that all illumination for <br />the awning will be of such a nature as to only illuminate the area <br />immediately below the awning, and not to illuminate the awning at all, <br />and if any illumination comes.through the awning, the awning be con- <br />sidered a sign and the total development be subject to the sign ordinance, <br />because it is my belief that an illuminated whatever is a sign, seconded <br />by M. Betts. During the discussion 7t was clarified that as long as <br />this is truly downlighting with the purpose of illuminating underneath <br />the canopy for security purposes then the proposal would be satisfactory, <br />but if the lighting gets into the awning itself and starts illuminating <br />the awning,then the awning becomes a sign and the entire canopy along <br />with tlie logo and the existing signs is to fall within the sign ordinance. <br />Roll call on motion: Gorris, Betts, Thomas, Traczyk, and Burns, yes. <br />Mr. Bierman, no. Motion carried. <br />2) McDonaldTS Restaurant, 27322 Lorain Road <br />Proposal-to construct-smal-l--additions-,-exterior-renovations, and revision <br />to site-plan including parking, landscaping, and signage.. Heard by <br />Architectural Board of Re-view June 17, 1987. <br />T°Ir, Begany from McDonaldts presented. plans for renovations: lengthening <br />the drive through drivewa_y to eliminate cars stacking on Lorain Road; <br />adding a second drive through window; relocating dumpster enclosure; <br />eliminating soffie landscaping on the east side of b uilding to add more <br />parking, adding handicapped restroom facilities; adding a vestibule on <br />side entrance; and covering exterior of building with two colors of brick <br />and new shingles, The Architectural Board of Review had recommended <br />eliminating three para11e1 parking spaces on the west parking area in <br />order to preserve that landscaping. With the planned interior renovations <br />they will be eliminating some seats so there will be 99 seats and 63 <br />parking spaces. Coim cilman Tallon questioned if they could remove the <br />front 3 parking spaces since cars backing out interfere with the in- <br />coming traffico Mr. Beganys,stated that they need all the present parking <br />spaces that are planned. R. Bierman moved to approve the proposal to <br />construct sma11 additions, exterior renovations, and revisions to site <br />plan at 27322 Lorain Road, T'fcDonald's Restaurant, the plans submitted <br />this evening with recommendations that the first 3 parking spaces on the <br />southeast corner of the parking 1ot be eliminated. Mr. Tallon stated <br />that he was refezring to the 3 parking spaces adjacent to the,center <br />aisle of the eastern parking area, not those on the side. Mr. Bierman <br />stated that he has no problem with the spaces in the center. After <br />some discussion members- did not believe the parking spaces would be that <br />much of a problem.
