? <br />PLANNING COMMISSION JUNE 23 & 24, 1987 PAGE 8 <br />rezoning to Multi-Family would give more credence to the argument that <br />the adjacent property could be developed as multi-family. The president <br />of the adjacent homeowners association gave a history•of the property <br />explaining that a previous plan to develop both segments of the property <br />as multi-family did not materialize and the association believes that <br />the Biskind DevelopmentCompany.should be convinced to put this develop- <br />ment on the segment zoned for this use. In response to the neighbors' <br />questions about the physical aspects of the development, Mr. 3ustice <br />explained: all lighting including the parking lot lights will be on <br />low poles; deliveries are to the common area and not on a daily b asis; <br />no fencing (adjacent to the rear residential property lines) has bgen <br />planned, but if the residents want it they will incornorate fencing; <br />and there is 24 hour security. Mr. Gorris questioned if they would <br />consider developing the entire 24 acre parcel (which would include the <br />area fronting Brookpark Road). Mr. Justice does not believe this would <br />be feasible since maximum walking distance for their residents is 600 <br />feet, however,-he explained that they are exploring a concept of villas <br />which would be placed on larger parcels, but these plans are not devel- <br />oped as .yet. Mr. Justice reiterated that the land fronting Brookpark <br />Road would have been their preference, however it was not available to <br />them, they do believe that since there will be access onto Columbia <br />Road this location wi11 be satisfactory even if the adjacent property is <br />developed commercially. He further stated that he does not believe that <br />any more congestion will be created on Columbia Road since the few resi- <br />dents who drive normally do not go.out during the rush hours; that they <br />still are negotiating.for some of the homes oh C.olumbia Road; and ttcat <br />they wou1d be concerned_about the charae-te-r of any_devel-opment=adjacent <br />to-tham, however some retail Juses-would-be-satisfactozy.-= He also advised._ .-- <br />that-their company rarely pursued a project where a referendum was re- <br />quired, however, in North Olmsted, they believed that the opportunity is <br />such that they-.are willing to go, to that point. Proposal will be re- <br />presented to Planning Commission with more complete plans whieh will-_*also <br />be presented to the homeowners association privately and which will ad= <br />dress the concerns of the neighbors. Mr. Justice invited the residents <br />to visit some•of their other facilities, the one in Cuyahoga Falls being <br />the closest. The president of the Park West Homeowners Associated thanked <br />the developer for his presentation and requested that the Commission <br />notify the residents earlier than the required five days. <br />V. COMPNNICATIONS: <br />Chairman Burns received a copy of a press release stating that Mr. David Conway, <br />the new Building Commissioner, would be starting on July 20th. He requested <br />that a representative from the ;;Building Department, who is familiar with the <br />plans, be in attendence at the July 14th meeting. <br />VI. NEW BUSINESS: <br />J. Burns moved•to take a vacation month during August in conjunction with the <br />Council's vacation, seconded by M. Betts, and unanimously approved. <br />VII. OLD BUSINESS: <br />Mr. Burns advised that previously the question was raised as to when plans
