<br />CITY OF NORTH OLMSTED <br />PLANNING COMMISSION <br />MINUTES - JULY 14, 1987 <br />I. ROLL CALL: <br />Chairman Burns called the meeting to order at 8:15 p.m. <br />Present: M. Betts, R. Bierman, B. Gorris, J. Thomas, E. Traczyk, and <br />J. Burns <br />Absent: T. Morgan <br />Also Present: Assistant Law Director J. llubelko, City Engineer J. Schaller, <br />and Clerk of Commissions B. Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />Approval of the minutes of June 23, 1987 will be deferred until the next <br />meeting. <br />III. BUILDING DEPARTMENT REQUESTS: <br />(There was no Building Department representative present).. Chairman Burns <br />stated that at the last meeting the Commission had requested that a Building <br />Department representative be present at all Planning Commission meetings <br />since there had been no representative present for three consecutive meetings <br />previously. Because the Commission is a volunteer body, the members must <br />rely on this department to provide input as to the requirement of the codes. <br />He pointed out that the Commission is somewh at informed about the code, b ut <br />in some circumstances, may not know the particulars or.the practical appli- <br />cations of certain segments of the code and is really not familiar with the <br />building code which determines materials., etc. . However, if the Commission- <br />were to decide that the ineeting was not to be held, it would deny these de- <br />velopers their right of proaess and further explained that the Commission is <br />required by Charter to meet twice a month to hear such proposals. It is his <br />opinion that they could go fozward with':the proposals tonight since these <br />proposals probably would be referred to the Architectural Board of Review <br />and would then be returned to the Commission. Mr. Gorris agreed, stating <br />that if there is no Building Department representative present at the next <br />meeting, he would make a motion to dispense with all Building Department <br />requests until there is a representative. The other members concurred. <br />Chairman Burns then quoted a portion of Article III, Section 3, of Planning <br />Commission Rules and Regulations which states that the Administrative Officers, <br />which includes the Building Commissioner, shall foYward their comments and <br />recommendations to the Planning Commission concerning said maps and plans in <br />writing wfthin 10 days of referral. If any or all of the Administrative Officers <br />shall fail to act upon the time allotted, they shall be deemed to have approved <br />said maps or plans. Mr. Burns stated that he is making a motion that this <br />particular section of our rules and regulations, Article III, Section 3, <br />stands as not applicable for the Building Department requests presented to- <br />night, but for tonight's meeting only, explaining that by the absence of a <br />Building Department representative and nothing having been submitted in <br />-' . writing, they have deemed approval of maps and plans.
