They claim the original developer stated <br />that they would never need to use the property in the rear. Mr. Knight <br />agreed to install a fence, but since the residential property is lower, <br />he believes that a 6 or 8 foot fence placed immediately adjacent to <br />the parking area would be sufficient. Several suggestions were made <br />regarding placement of the new bays so that they would not open to the <br />rear or side of the property: a detached building, double bays with <br />opening in fron.t bay, and relocating the offices to the rear and using <br />present office as a b ay (with a walkway to office). Mr. Gorris would <br />like to review the minutes of the original approvals. Mr. Knight <br />thought that perhaps he could restudy the proposal and possibly work <br />out an agreement with the owner of Carriage Plaza (who is buying a <br />portion of land.from Speedy Muffler) to place employee parking and <br />a driveway to trash enclosure on their property in order to add a <br />double bay adjacent to the existing bays where the driveway was shown <br />on this plan. Assistant Law Director Dubelko advised that there could be <br />some legal problems with such an arrangement, and Mr. Knight stated he <br />will refer this to their legal advisor. Mr. Knight-offered to have the <br />proposal tab led for further study. B. Gorris moved to table the Speedy <br />Muffler King proposal at 4565 Great Northern Boulevard, pending resolution <br />of various questions raised tonight and with the mutual consent of the - <br />developer, seconded by R. Bierman, and unanimously approved. <br />6) Mirrors on 'the Strip, 25984 Lorain Rd. <br />Proposal to construct deck for outdoor eating area. (Special permit <br />granted by Board of Zoning Appeals July 1, 1987). <br />Mr. LaValle, owner, explained that this would be a two level concrete, <br />carpeted deck enclosed with a 6 foot redwood fence, upper deck will be <br />covered with an awning and there will be no entrance to this area from <br />the parking lot. He is not planning.to have any entertainment outside, <br />only low b ackground music, With this renovation they are also planning <br />to install a walk up window for the sale of pizza. Existing landscaping <br />will be transplanted outside the fence. The building is now approxi- <br />mately 7,200 square feet and-there are presently 145 seats and they will <br />be adding approximately 32 on the deck. Plan shows 150 parking spaces, <br />however only about 90 spaces are paved. Assistant Law Director Dubelko <br />advi;sed that he woul& need one paved parking,space for every 50 square <br />feet of floor area or one parking space for every two seats, whichever <br />is the most restrictive. J. Thomas moved to send the proposal to con- <br />struct a deck for an outdoor eating area for Mirrors on the Strip to <br />the Architectural Board of Review with the provision that the plans also <br />indicate the total number of paved parking spaces as well as the total <br />seating area currently in the restaurant and the number of seats that <br />will be added with the new addition, and also submit plan to Safety, <br />Engineering, and Building for their comments, seconded by B. Gorris, and <br />unanimously approved. <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />1) Subdivision and Assembly Plat for Carriage Carpet. <br />Heard above under Building Department request.
