ROLL CALL: <br />Chairman Burns called the meeting to order at 8:10 p.m. <br />Present: M. Betts, R. Bierman, B. Gorris, T. Morgan, J. Thomas, <br />E. Traczyk, and J. Burns <br />Also Present: Assistant Law Director J. Dubelko, Building Commissioner <br />D. Conway, City Engineer J. Schaller, and Clerk of <br />Commissions B. Oring <br />Chairman Burns.welcomed David Conway, the Cit.y's new Building Conunissioner. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />M. Betts moved to approve the Planning Commission minutes dated July 14, 1987 <br />as submitted, seconded bq R. Bierman, and unanimously aparoved. <br />III. BUILDING DEPARTMENT REQUESTS: <br />1) Store-it Here, southside of Lorain Road, west of McKenzie Road <br />Proposal to construct a self service storage building. <br />(Heard by the Architectural Board of Review July 22, 1987). <br />Mr. D. Neff, engineer, presented additional revised floor plans reflecting <br />interior changes as mentioned at the Architectural Review Board <br />hearing as being required by code; the Architectural Board also noted <br />that the proposed ground sign must be relocated to conform to the <br />code. The Police Department report questioned if outdoor storage of <br />vehicles would be permitted in the rear of the property. Mr. ideff <br />replied that there is to be no storage of vehicles outside of the <br />building; vehicles could be stored in the buildings. Building <br />Commissioner Conway advised that xTehicle storage within the building <br />must be considered during the plan review. Mr. Conway stated that, <br />as he interprets the Zoning Codes, this use would not be permitted <br />in the General Retail Business District. Assistant Law Director Dubelko <br />agreed that a storage facility is not specifically mentioned as a. <br />permitted use in the General Retail District and is requesting that the <br />proposal be tabled in order for the Law Department to research the issue <br />completely including researching the approvals previously given to a <br />storage facility that?is all ready exisiting in the General Retail <br />District. Chairman Burns questioned if there was a difference <br />between an owner using such a facility and an owner leasing the property <br />for someone else to use for storage. Mr. Dubelko stated that there is <br />not, and further advised that if it 3:s determined that this is not a <br />permitted use, the owner would have to request a rezoning, he could not <br />seek a variance. Mr. Conway also Yias concerns because the quarters <br />which are to be used for :their personel on a shift.basis could also <br />be used as a residence, and there is no window which opens. onto a yard or <br />a court yard as required by code. Mr. Neff stated that he was.advised
