Chairman Burns read Section <br />1174.02 of the Zoning Code which states, in part, "in the Reatil Business <br />District, yards or courts shall be provided for a lot upon which a <br />building intended to include living or sleening accomendations is to be <br />located, so that at least one (1) window in each room wherein people <br />are intended to live or sleep shall open directly upon a street, yard, <br />or court..." This issue could be referred to the Board of Zoning <br />Appeals for a variance. Mr. Neff agreed to have the proposal tabled <br />until the next regularly scheduled meeting. <br />2) Fotomat Corporation, 4665 Great Northern B1Vd. <br />Proposal to construct building for film processing service and sales. <br />(Heard by the Architectural Board of Review July 22, 1987). <br />Mr. Robson, representing Fotomat, presented plans explaining that the <br />exisiting kiosk will remain in business during the construction of this <br />building which will be to the east and in line with the exisiting shop- <br />ping center buildings. The Arrhitectural Board had approved with the <br />condifion that mechanical units be concealed by either a parapet or by <br />using lower equipment, and that signage is approved with the condition <br />that the quantity of signage be verified since it would appear to be <br />excessive. Mr. Robson stated that if the signage is over the allowed <br />they will remove any signs necessary to conform to code. He advised <br />that the mechanical units will be concealed, probably with some type <br />screening or they will us.e lower units. B. Gorris moved to approve <br />the Fotoma.t Corporation, 4665 Great Northern Blvd., proposal to con- <br />struct laboratory and sales buildi.ng incorporating the .recommendations <br />of the Architectural Board of Review and conti,ngent upon final <br />signage approval by the Building Department, as far as that it is not <br />in excess of the permitted signage, seconded by J. Thomas and unani- <br />mously approved. <br />3) Barlow Plaza, 30590 Lorain Road <br />Proposal to construct maintenance garage. <br />(Heard by the Architectural Board of Review July 22, 1987). <br />Mr. Acciarri, architect, and Mr. and Mrs. Hayden, owners, presented <br />plans which had been approved by theArchitectural Review Board as <br />submitted. Mr. Acciarri explained that only the area for the garage <br />would be cleared and since, there is a slope in grade the drive would <br />be filled in, they are requesting to delay paving the driveway for a year. <br />Mr. Hayden explained that the garage and apron will be paved with the <br />construction, that only the driveway is to remain unpaved for one year <br />in order to have the ground compacted. City Engineer Schaller advised <br />that modified engineering plans have-been reviewed. Mr. Gorris questioned <br />if paving is to be delayed for a year, should that be addressed now. <br />Building Commissioner Conway stated that he would like definite time <br />limits set at this time. Mr. Bierman objected to granting the request <br />on the basis that parking lots are required to be paved immediately, <br />and where this has been allowed previously, paving and drainage was <br />never completed.
