Chairman Burns pointed out <br />this is not a parking area, only an access drive to an outbuilding. <br />City Engineer Schaller stated that the drainage could be installed <br />without paving the drive. The forester viewed the plans and spoke <br />with the developer. It was decided that they would discuss the proposal <br />at a later date. T. Morgan moved that the proposal to construct a <br />maintenance garage for Barlow Plaza, 30590 Lorain Road, be approved <br />with the stipulation that the access road to the maintenance building <br />be completed within one year from granting the permit, seconded by E. <br />Traczvk. Roll call on motion: Morgan, Traczyk, Betts, Gorris, and <br />Burns, yes. Mr. Bierman and Mr. Thomas, no. Motion carried. <br />4) Carriage Plaza addition, 25151 Lorain Road <br />Proposal to construct addition to west of exisiting building. <br />(Heard by Architectural Board of Review July 22, 1987). <br />Mr. Acciarri, architect, Mr. Valore, attorney, and Mr. Kovacic, owner, <br />presented plans which were approved as presented by the Architectural <br />Board of Review. Police Department report stated: trucks larger than <br />a rubbish hauler could not negotiate the turn around the southwest <br />corner of the building; that it would be almost impossible to make a <br />left hand turn out of the westernmost driveway which is to be an exit <br />only; and larger trucks turning east would have to go into the through <br />lane. Fire Department reported that access for fire apparatus must be <br />provided as per city ordinance. Forester's report proposed eliminating <br />7 parking spaces on the easterly boundry of the rear area in order to <br />leave a 25 foot natural buffer strip to screen residents from this develop- <br />ment and the exisiting coffinercial development on Great Northern Blvd. <br />Mr. Acciarri had no.objection to el.iminating these spaces since <br />parking would still conform to code; however, in reference to the Police <br />Department report, he stated that according to their studies a tractor <br />trailer could make the turn around the building; the western drive <br />will be.posted right turn only and the angle of the drive suggests a <br />right turn. The drives are wide enough to accomodate two way traf.fice, <br />but parking pattern will be-such that one way traffice is required, but <br />trucks would be allowed to enter the western most drive. Mr. Kovacic <br />stated that the Fire Department did view the proposal and preferred <br />this layout to what is exisitiqg. Mr. Valore pointed out that they will <br />be eliminating the two exisiting drives belonging to the restaurant which <br />they will be tearing down. City Engineer Schaller stated that, as was <br />discussed at the last meeting, if the parking spaces in the rear were <br />empty, a semi-tractor could make the turn, and pointed out that the <br />configuration of the rear of the building was reduced. Building <br />Commissioner Conway confirmed that parking would conform if 7 spaces <br />were eliminated. Mr. Conway advised that according to Section 1214.05 <br />of the Zoning Code, any addition whose square footage exceeds 10,000 <br />and is less than 40,000 is required to have two 12 foot by 50 foot truck <br />loading zones, thus the addition requires two loading zones and thP <br />entire plaza only requires two. Since these loading zones cannot encroach <br />into the 50.foot buffer strip adjacent to residential property, the two <br />exisiting zones are non-conforming. It was suggested that the a:rea <br />marked truck loading at the southernmost end of the tiuilding be increased <br />to 24 feet by 50:feet in order to provide 2 loading zones, but then the
