Assistant Law Director Dubelko advised that since this is <br />an alteration to an exisiting building the exisiting non-conforming <br />loading zones must conform to code and must be addressed by the Commission, <br />pointing out that the developer could request a variance from the Board <br />of Zoning Appeals to continue using the exisiting loading zones, however <br />conforming zones must be provided for this addition prior to approval. <br />It was then suggested that two loading zones, back to back, could be <br />installed at the southwestern corner of the property (not adjacent to <br />the building); and could serve the entire site. Building Commissioner <br />Conway advised that there was nothing in the code that required these <br />zones to be adjacent to the building. Mr. Valore objected since this <br />proposal had previously been held up in order to appear before the Board <br />of Zoning Appeals on another matter; that there had never been any <br />complaints on the exisiting loading zones, one of which was approved two <br />years previously and one of.which had -been used for the past 16 years; <br />and if the Board of Zoning Appeals did not grant the variance, they <br />would be required to use only the proposed loading zones. He maintained <br />that this is a totally separate structure and what is exisiting should <br />not have to be considered. Assistant Law Director Dubel.ko stated that <br />according to the Zoning Codes this is considered one development. After . <br />much discussion it was decided to use the.proposed truck load zone and <br />attempt to receive a variance for the exisiting zones. Mr. Morgan <br />suggested that the westernmost drive be curbed to prohibit left hand <br />turns and the developer agreed. Mr. Msller, a neighbor who lives behind <br />the exisiting plaza, stated that he would Zike the housekeeping improved, <br />citing junk, debris, and damaged trees behind the Industrial Electric uni <br />He was advised that some of the buffer is to remain as a screen and that <br />the owner would definitely see to it that the area is cleaned up. <br />J. Burns moved to approve Carriage Plaza addition noting that the <br />southwest corner will be designated as a 24 foot by 50 foot truck loading <br />zone (this would meet the requirements for 2 loading zones for the <br />entire parcel thus eliminating the old or exisiting loading zones) <br />and that the 2 exisiting loading zones on the exisiting building be <br />prohibited from being used as loading zones until such time as a <br />variance is granted by the Board of Zoning Appeals and that this <br />Commission recommends that such a variance be granted; that the <br />westerly drive exiting the parcel will be curbed in such a manner to <br />prevent a left hand turn also recommending that signage for entrance <br />only on the easterly drive and exit only and no left turn on the westerly <br />drive be installed; and that the 7 parking spaces that abut the southeast <br />property line adjacent to the residential zone be eliminated and preserved <br />as a green and tree area per the.forester, seconded by T.
