Bierman moved to approve the proposal to construct a <br />canopy at 29131 Lorain Road, the Sohio Station, seconded by J. Thomas, <br />and unanimously approved. <br />6) Jiffy Lube, south side of Lorain, (west of 28253 Lorain Road). <br />Proposal to construct buildi•ng. <br />(Heard by the Architectural Board of Review July 22, 1987). <br />Mr. Knight, engineer, presented plans. Chairman.Burns read the approval <br />by the Architectural Board of Review which stipulated that they were <br />approving the red roof scheme as presented in the photographs and that <br />the roof would conceal the mechanical equipment; the Board also <br />pointed out to the Commission that there may be more spaces shown just <br />to meet code, and not necessarily to meet the required use, and suggested <br />that some of the front spaces could be waived in order to have more <br />landscaping. The forester had suggested eliminating the #6 parking <br />space in order to preserve a clump of trees on the east property line <br />and that a temporary snow fence should be erected around the area to <br />protect the tree roots; three Norway maples should be planted in the <br />20 foot section which is to be cleared for the sanitary sewer connection, <br />but the vegetation beyond that will remain; all other trees on the <br />building site may be removed; and that three additional 22 inch diameter <br />Cleveland Norway maples should be planted in the front green areas. <br />Mr. Morgan stated that it should be pointed out to the Architectural <br />Board that the ohjective of the Commission is to meet the requirements <br />of the Zoning Codes, and Mr. Burns stated that any reduction of parking <br />requirements would have to ¢o to the Board of Zoning Appeals. Building <br />Commissioner Conway advisedthat.they would.only need 3 parking spaces <br />to conform to 'code. Mr. Knigfit would have no objection elimiriating <br />some spaces, leaving spaces numbered 6, 7, 8, and 9 in the rear and <br />3 spaces in the front, one of wliich would.be a handicapped space. This <br />would leave a green area in the front eq.ual to the McDonald's green <br />area next door. He believes that they will need some of the pagking <br />in the front for customers who actually come into the building to make <br />inquiries. He stated that if, at a later date, they decided that more <br />spaces were needed, they would return.to the Commission. Mr. Knight <br />stated that: he has no problem with the forester's recommendations, <br />that ground sign will be relocated to the western planting strip, and that <br />they.would be presenting plans for the exact roof line design as depicted <br />in the picture. It was pointed out that the stairway has been moved <br />inside the building and will conform to code. B. Gorris moved to <br />approve'? the Jiffy Lube proposal, west of 28253 Lorain Road; to construct <br />a building incorporating the recommendations of the Architectural Review <br />Board and changing the drawing dated 7/3/87 to eliminate parking spaces ? <br />numbered 1 and 2 in the front and number 6 in the rear, in effect leaving <br />3 parking spaces in the front and 4 in the rear, space ninnber 5 will be <br />designed.as a handicapped space, space number.l and 2 ta111 remain green <br />area, as will space number 6, and space niunber 6 will incorporate the <br />pertinent re commenda t ions of the forester; it is our understanding that <br />they will be foTlbwing the new Jiffy Lube.foremat of the red mansard roof: <br />and that this drawing indicates an outdoor stairwell, this stairwell will
