(Special permit <br />granted by the Board of Zoning Appeals July, 1987) (Heard by the <br />Architectural Board of Review July 22, 1987). <br />The Architectural Review Board-had approved as presented, and the <br />Safety Department had no objections. Mr. LaValle, the owner, presented <br />plans which showed the hard surface on the parking area as is now <br />existing: 72 spaces are on hard surface and 68 are on gravel. He stated <br />the tlie gravel is heavily compacted. He believes that if he has the <br />hard surface area studied by an expert, he possibly can get more spaces <br />in that area. There are 145 seats in the restaurant now and will be <br />adding 30 seats on the natio for a total of 175 seats which would require <br />1 parking space for every 2 seats. The Engineering Department has advised <br />tliat if he paYes more area he would be required to put in a retention <br />system. City Engineer Schaller stated that he has been advised by Mr. <br />LaVa11e tliat there is no drainage system at a11. Building Commissioner <br />Conway stated that the required parking area would have to be brought <br />up to code. City Engineer Schaller stated that if he is considering <br />paying another 40 feet he would have to submit plans shocaing exactly what <br />he is proposing with positive drainage for the improved area. Mr. LaValle <br />claims that he has no drainage problems now since there is 200 feet of <br />undeveloped property to the rear. The Commission advised that he could <br />request a variance from the Board of Zoning Appeals. Mr. LaValle stated <br />that he could not afford to put in retention, but it may be possible to <br />re-stri.pe the existng hard surface to include the required spaces. J. <br />Burns moved to approve the'Mirrors on the Strip proposal to construct a <br />deck for an outdoor eating area contingent upon the developer's ability <br />to ezther indicate to the Building Department that sufficient parking is <br />available on the cuzrent hard surface area or that he submits adectuate <br />plans for both tfie Building Department and the Engineering Denartment to <br />add sufficient hard surface area (hard sur€ace parking must have retention) <br />for whatever parking is required, seconded by M. Betts. Roll call on <br />motion: B.urns, Betts, Bierman, Gorris, Thomas, and Traczyk, yes. Mr. <br />Morgan, no. Motion carried. <br />Iy. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />1) Lot Split for Margaret Zahurancik <br />The proposal is to divide permanent parcel 234-03-06 into sublots 1 and 2. <br />Sublot 1 being the southerly most portion of the parcel between the <br />C.E.I. property and Lorain Road. Parcel 2 b.eing the northerly portions <br />of this parcel. The property is presently zoned as Limited Industry. <br />City Engineer Schaller explained that this lot is presently listed under <br />one permanent parcel number divided into 3 segments, one facing Lorain <br />Road with 43 foot frontage, 1 beyond the C.E.I. easement,.and the most <br />r?ortherly segment which is beyond the old interurban railway easement. <br />The request is to subdivide into two parcels, subiot number 1 is the - <br />segment fronting Lorain Road and extending to ttt.e.C.E.I, easement, sublot _ <br />number 2 would have no frontage and would start at the C.E.I. easement
