" <br />Columbia Road area to Mixed Use. <br />Ord. 87-86: Ordinance creating a new section 1213.06 of the Zoning Code and <br />new chapter 1821 of the Fire Prevention Code providing design and construction <br />standards for Fire Department vehicle access upon Commercial, Industrial, <br />and Multi-.Family properties located within the City of North Olmsted. The <br />Commission had studied the ordinance and the configurations of the proposed <br />access drives and had several questions: if a proposed access drive were to <br />be placed adj acent to such a drive on an abutting property could there be a <br />common shared drive; if this ordinance is passed, should not the Zoning Code <br />allowing a building to be placed on the property line have to be amended; <br />if this ordinance should not be more specific as to what drive is necessary <br />for the type of fire vehicle needed for specific types of b uildings; and if <br />loading zones should not specifically be prohibited in these access drives. <br />Assistant Law Director Dubelko advised that if abutting drives would be a <br />hardship, a variance could be requested; that this ordinance would take <br />precedence over Zoning Code permitttng a b uilding to be built on the property <br />line; and that Paragraph B, Section 1721.08 could be revised to specifically <br />include loading zones. City Engineer Schaller advised that this ordinance <br />will require develovers to design underground structures so that they are <br />capable of supporting fire vehicles. Assistant Law Director Dubelko advised <br />that the proposals going through the approval process now would not be <br />required to conform to this ordinance. T. Morgan moved to approve Ord. 87-86 <br />with the zecommendations that some time should be snent on distinguishing the <br />different types of dead end roadway requirements as they relate to the <br />configurations of building and lot size and things of that nature and also <br />perhaps some specifics can be indicated as to the types and depts of pave- <br />ments for supporting the Fire Department apparatus and that Section 1721.02-A <br />should be amended to include "...including the parking of vehicles or <br />designating of loading zones upon it:..", seconded by B. Gorris. Roll call <br />on motion: Morgan, Gorris, Betts, Bierman; Thomas, arid Traczyk, yes. Mr. <br />Burns, no, Motion carried, Mr. Burns explained that he was told by the Fire <br />Chief that he only needs access to one side of a building to fight a fire. <br />VI.
