I ARCHITECTURAL BOARD OF REVIEW MARCH 18, 1987 PAGE 2 <br />Mr. Hootman pointed out that although there is a house to the rear, the <br />dumpster enclosure and fence would obscure most of the metal and there <br />is cedar siding on the upper portion of the building. Mr. Pattison <br />stated that the vacant property to the east will someday be developed, <br />and he does not believe that metal is an appropriate material for a <br />commercial building. Mr. Hootman questioned if he could use the cedar <br />siding instead of the metal. Mr. Pattison stated that the cedar could <br />be acceptable in the back, but prefers the brick on the east side, point- <br />ing out that the traffic pattern is routing the customers around to the <br />back of the building. D. Pattison moved to reject the metal siding, <br />seconded by M. Case, and unanimously approved. Mr. Pattison stated <br />that this Board cannot grant a conditional approval, but Mr. Hootman <br />could present the alternate suggestion of cedar siding on the rear and <br />brick on the east elevation to the Planning Commission. <br />3) Waghray Office Building, 24693.Lorain Road <br />Proposal to renovate and add to existing building to convert to medical <br />office building.. (Special permit granted by the'.Board of Zoning Appeals <br />March 4; 198.7.), -Heard by Planning Commission March 10, 1987. <br />Mr.. Joyce, contractor, presented plans and photographs explaining fihat <br />the existing porch would be removed, building would be sided with oil <br />treated rough sawn cedar with cedar trim and new windows would be in- <br />stalled. Zandscaping in front of the building will be juniper, mugo <br />pines, and dwarf burning bush, with some low bushes around the sign, <br />front set b ack will be mostly grass, with two parking spaces for the <br />doctor in front (front entrace is the doctor's). Main entrance will be <br />from the rear parking 1ot with 2 handicapped spaces and a ramp. Site <br />plan is now to scale and shows 15 parking spaces (10 are required), <br />but Mr. Pattison doubted that this plan would be workable and made <br />suggestions for rearranging the spaces including 3 parallel spaces on <br />the east property line with the remainder behind the building, probab ly <br />about 13 spaces in all. The second floor is accessible by stairs only <br />and will probably be used by a pediatrician. Mr. Pattison explained <br />that the handicapped ramp would have to be approximately 40 feet and <br />would have to be constructed around the building with landings. He also <br />pointed out some internal problems which are not this Board's responsi- <br />bility, but will be addressed in the plan review: will need a second exit <br />for patients (doctor's exit would not be sufficient; need two exists <br />from second floor; does not believe there is enough head room on stairs <br />to second floor; seperate lavatory facilities must be provided for <br />patients and must be accessible for handicapped; second floor may need <br />an elevator (would not eliminate the necessity for required staiYways); <br />and suggested a use other than a doctor's office might be better on <br />the second floor. Mr. Waghray stated that he might not use tlie second <br />floor. Mr. Pattison believes that windows are too large, especially in <br />examining room, and suggested some type of snap in grill would be con- <br />sistant with the trim in front, Mrs. Brieck, whose property abuts on <br />the rear and part of the side of this property is requesting a 9 foot <br />privacy fence, explaining th at since they h ave removed the garage, she <br />can now see Lorain Road. Dr. Waghray presented his survey which shows <br />that Mrs. Brieck's chain link fence is actually encroaching 10 feet on <br />the rear and 3 feet on the side of his property. Dr. Waghray explained <br />he is not planning to use that property. Mr. Pattison suggested leaving
