' ?.,- •a
.t
BOARD OF BUILDING CODE APPEALS JANUARY 22, 1987 PAGE 2
south so that even with the fence the dish will be visib le, that if he
does not have to install the fence immediately around it, he can put
the dish on a 32 foot pole, if he has to fence it, he will have to put
it on a 5 foot pole. All present discussed other nossible sites on
the property and decided that dish could be located adjacent to the
Kenny King property, however, a variance would still be required and
the asphalt paving would have to be torn up. Councilman Wilamosky
pointed out that the ordinance stated that the fence should be a
minimum of 6 feet and should screen the dish. Mr. Dumbrowski stated
that no fence could totally screen the dish since any dish requires
a clear line.of sight approximately 10 degrees off due south. R.
Burk moved.tliat Mr. Dumbrowski bring back drawing of the dish, locating
the proper fence,in accordance with the ordinance, that is aesthetically
pleasing, and vision impairing as stated, at that time we will re-
convene and take a look at it, seconded by R. Galloway, and unanimously
approved. Mrs. Weidendorf requested th:attfie.members look at the Halleen
property from her yard. She was adviseclthat they looked at it from
Dorothy Drive, but if this comes b ack they will look at it from her
property. (an additional motion was made at the end of OLD BUSINESS)
IV. OLD BUSINESS
1) Presentation of information on satellite dish earth station by
Mr. Dumbrowski, representing Future Vision and Mr. Delasandro,
Curtis Mathes.
Mr. Dumbrowski presented information to the Board, including model
ordinances, for their stud_y and requested the information be turned
over to the Law Department for their review when revising the ordi-
nance. Tnev believe tfi at the ordiance should be revised in several
respects: prohibiting roof top and front yard installation is too
restrictive; requiring installations to be 20 feet from lot lines
should be changed; he.ight of dish should be changed to the height
of the pole (since the dishes movey they are at diffent heights at
different positions); maximum size requirement is correct at present
but dishes will be getting smaller in the future (approximatelp within
the next _10 years); hotel or other commercial dishes might require
a larger dish; frequently the best location could be the placing
the pole up the side of the house; cable is made to be placed under-
ground, conduit is not necessary; and that the voltage of the dish
is only 36 volts (comparab le to a toy train). They also questioned
why registered letter had to be sent to neighbors when a conforming
dish was to installed. Mr. Spino stated that if neighbors do object
then the proposal must be sent to this Board. Neighbors present at
the meeting believe that such dishes are unsightly, and suggested'that
the ordinance should specifically address commercial dishes placed
on property that abuts residential neighborhoods. In reference to
screening, it was pointed out that these dishes need a clear line of
sight; that the signal can go through fiberglass; and that the plastic
mesh material that had been mentioned at the last meeting might work
and Mr. Dumbrowski would like a sample of it. The Board suggested
that both the cab le representatives and the neighbors sub mit any
further recommendations to them. Mr. Dumbrowski gave the correct
