Mr. Pattison suggested that what is acceptable in <br />an industrial area, might not be acceptable for a commercial use or in a <br />location that is visibile from a residential area. He beli.eves that the <br />use of pole barns should be controlled, but no product: should be completely <br />eliminated. Controlling color is a more complex issue. Mr. Pattison will <br />try to obtain architectural criteria used in other cities. Mr. Conway <br />stated that there is a building now under construction in the city which <br />will be painted block, not integrally colored. That he needs some sort of <br />guidelines in order to enforce the wishes of the Boards, and would like <br />some sort of procedure set up to approve minor changes on previously <br />approved buildings, so that the developer is not obliged to go back through <br />the entire approval procedure a second time. A4r. Pattison believes that the <br />approval process required b_y the city is more complex and time consuming than <br />what other cities require, but is less effective and that one deficiency <br />of this system, is that a building gets its original approval, but can be <br />re-painted at a later date without any approval. Mr. Conway also advised <br />that many communities require review of new residential construction and <br />residential additions which are visible fror.i a public way. The Boards will <br />attempt to set up specific guidelines for future submissions. <br />Review of the 1987 National Electric Code (heard at this point). <br />Members had received.copies of the revised chapter 1209 of the Codified <br />Ordinance which accepts the 1987 National Electric Code and states the <br />amendments to that code which had previously been adopted by the City. <br />Mr. Burk gave the Board copies of the 1987 National Electric Code. D. 0'Neil, <br />the electrical inspector, was present and advised that he does not believe <br />that North Olinsted's exceptions should be revised at this time. Building <br />Commissioner Conway stated that most of the changes in the 1987 National <br />Electric Code were grammatical and that the Building Department has been <br />working with the 1987 code as far as commercial construction is concerned <br />since the OBBC has adopted that code and the City works under the OBBC. <br />The Gity must adopt the 1987 code in order to use it for residential con- <br />struction and to enforce the amendments which had previously been adopted. <br />He pointed out some of the changes in the residential code: one GFI must be <br />instal.led in the basement; one countertop GFI receptacle must be installed <br />within 6 feet of the kitchen sink, and one GFI receptacle must be installed <br />in an attached garage if power is being supplied to that garage; concealed <br />knob and tube cannot be used in hollow walls, ceilings, etc. if insulation <br />is loose or a raw material (knob and tube can only be used where it already <br />exists in older structures); also when re-wiring an old house, the code also <br />permits installing a GFI receptacle on a two wire system when the ground <br />cannot be found. Mr. Conway also pointed out that the heading on Section <br />1309.04 has been changed to read REQUIREMENTS FOR MULTIPLE RESIDENCES, <br />ALL COMMERCIAL AND TNDUSTRIAL BUILDINGS since the body of that section <br />addresses commercial and industrial buildings as well as multiple residence <br />buildings, but the original title just mentioned multiple residences. Mr. <br />Burk questioned Chapter 1209.04, Article 210-53, Outlets Required, since it <br />is his belief that 10 duplex outlets ner circuit #14 wire, are too many. <br />Mr. 0'Neil stated that this i.s standard, but pointed out it is not applicable <br />for appliance circuits. R. Burk moved to accept the 1987 National Electric <br />Code and the modifications as taken in the proposed Chapter 1309, seconded <br />by B. Schulz, and unanimously approved.
