<br /> amount of time. Consulting City Engineer Boyer advised that an
<br /> assembly plat would be required since propert_y is currently under
<br /> two permanent parcel numbers. B. Gorris moved to fonaard the Fish
<br /> Furniture proposal, 23770 Lorain Road, to the Architectural Board of
<br /> Review, to the Safety Department for their input and to Engineering,
<br /> seconded by J. Thomas, and unanimously apnroved.
<br />4) Pheasants Walk Office Retail Center (Hennie Homes), 28867 Lorain Road
<br />Proposal to construct office/retail building in conjunction with
<br />existing office. (Request for variance withdrawn from Board of Zoning
<br />Apneals January 6, 1988).
<br />Mr. Davison, architect, and his associate, Mr. Certo presented nlans
<br />for the office/retail-comnlex which will contain 17,250 square feet of
<br />retail snace, 12,480 sq,uare feet of new office area and the existing
<br />2,200 square foot Hennie Homes office building which will be renovated
<br />to match the new constr.uction. One'hundred seventy parking spaces are
<br />?._ being,provided, 169 are reguired, 'covered narking shown on plan could
<br />pos.sibly be used for developervs equipment; 15 foot high pole lights
<br />will be installed.and shielded so they do not shinei.off nronerty; 6
<br />?. foot board on board fence is to be nlaced.on rear pronertv line adjacent
<br />to residences; trash and loading areas will be screened; and mechanical
<br />units will be roof mounted. Variance request had been withdrawn and
<br />driveways shown conform to code. Handicapned spaces are not shown on
<br />plan but can be provided. Mr. Morgan a_uestioned if they had considered
<br />landbanking'the front parking spaces in green area as suggested by the
<br />Board of Zoning Appeals. If they can do this they will return for the
<br />Variance a£ter proposal is approved. Mr, Gorris suggested that mounding
<br />with landscaping on the rear nronerty line might be more satisfactory
<br />tlian a fence. T°Ir. Narrowitz, the resident to the rear, is concerned
<br />that lights wi.ll shine into his home from the rear parking area and
<br />would prefer the-mounded area. Mr. Davison stated that the fence is .
<br />5feet from the ditch in some sections:and it would be imnossible to
<br />-mound the whole area, however, the_y wbuld be willing.to construct a
<br />totally ovaque fence and buffer the fence with moundings to create a
<br />landscape feature behind the fence. Mr. Narrowitz agreed. Mr. Silsky,
<br />a resident, advised the Commission that there is a silent majority in
<br />North.Olmsted wlio are objecting to aTl the retail develonment which
<br />they believe is ruining the city and are requesting that the Commission
<br />not support these proposals. Consulting Engineer Boyer adv.ised that
<br />in July, 1985., an assemb ly plat was approved, however, no linen was
<br />received and assemb ly must be resubm3.tted to the Commission. He also .
<br />has concerns about the maintenance of the ditch with a fence on the
<br />property line and stated if there is no.access to'the ditch, the Engi-
<br />, neering Department may have to require that it be enclosed.' B. Gorris
<br />moved to refer Pheasants Walk-Office Retail Center to the Architectural
<br />Review Board for their input and request that they pay specific attention
