CITY OF NORTA OLMSTED <br />PLANNING COMMISSION <br />MINUTES - JANUARY 26, 1988 <br />I. ROLL CALL: <br />Chairman Morgan called the meeting to order at 8:00 p.m. <br />Present: M. Betts, R. Bierman, B. Gorris, J. Thomas, E. Traczyk, and <br />T. Morgan. <br />Also Present: Assistant Law Director J. Dubelko, Building Commissioner <br />D. Conway, Consulting City Engineer T. Boyer, and Clerk of <br />Commissions B. Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />J. Thomas moved to approve the Planning Commission minutes of January 12, 1988, <br />seconded by B. Gorris, and unanimously approved. <br />III. BUILDIrIG DEPARTMENT REQUESTS: <br />1) Columbia Village Apartments, Phase III, (Realtek Industries), located to <br />rear of lots on the north side of Lorain.Road between Columbia and Root <br />Roads. <br />Proposal to construct Phase III in existing apartment and condominium <br />complex. (Variance granted by Board of Zonirig-Appe.als December 2, 1987)._ <br />Heard b,y Architectural Board of Review January 205 1988, <br />Mr..Mongello, architect, and Mr. King, attorney, advised that a landscape <br />plan for the front of the units had been submitted and approved by Mr. <br />Zergott as required at the Architectural Board of Review meeting. The <br />Safety Department report stated no objections to plan; Fire Department <br />advised that water for fire protection must be provided.as required bv <br />ordinance. The forester had suggested that they plant a taller species <br />of juniper among the pine trees; and.requested a meeting with the con- <br />tractor prior to any work being done in order to work with them to save <br />a row of trees between the proposed building and the church. Mr. Mongello <br />agreed to meet with the forester. The Architectural Board requested that <br />the dumpster be enclosed on all four sides. At that meeting representatives • <br />from John Knox Church had requested-a fence on their common property line. <br />Mr. King, attorney, stated that after his research of the cocle, he does <br />not believe that the intent of the code would require them to screen . <br />their residential pronerty from the church's parking lot and garage which <br />he believes would be a commercial use. Assistant Law Director Dubelko <br />stated that the Commission would have the descreation to req.uire a <br />fence.or laridscape features regardless of which property is the more- <br />commercial. Mr. Mongello pointed out that they are landscaping this , <br />property line and he too, does not believe that a fence should be re- <br />quired. .?Mr. Mongello advised that the property is being surveye.d._noxa?.and , <br />an assembly plat will be submi.tted. Building Commissioner Conway.advised <br />that parking on Phase III does conform to code. Commission studied the . <br />plans for the former ohases of the complex, and since part o:f Phase II : <br />is now becoming Phase III, they would like to see au over aTl plan which <br />shows how the two phases are tied in tog,ether, as well as the parking
