PLANNING COMMISSION JANUARY 26, 1988 PAGE 4 1
4) Livingston's (formerly Eddie's), Great Northern Shopping Center
Proposal to alter entrance in rear of Great Northern Plaza
Heard by Architectural Board of Review January 20, 1988.
Mr. Montgomery, owner, and Mr. Dixon, architect, presented revised plans
for facade on rear wall of plaza, explaining that plans have been upgraded
at the request of the owner; pitch was changed on roof line and columns
were added to be more in keeping with Plaza South. Commission prefered
the revised plan. Mr. Piontgomery explained that the script letters •of ?tlie
sign might be changed. Mr. Gorris stated that he still does not want
the awning to be lighted claiming that if light is allowed to glow through
the canopy, it would basicall_y be a sign; he has no probelm with the down
lighting. There will also be up lighting in the planting beds. Mr. Dixon
presented samples of the Pratt and Lambert paints which are to be used.
After studying photographs of the existing site, the Commission agreed
that a raised sidewalk should be installed in one of the parking spaces
for a drop off area; that because of potential security problems behind
the stage front, they suggested that some type of gate or security
lighting be provided, pointing out that one side could be sealed off
completely, but access must be available to meters on other side; and
suggested that.the entire wall to the arcade area should be painted, and
the painting should not be stopped at the end of this unit as shown on
the nlan. B. Gorris moved to approve the Livingston's proposal, Great
Northern Plaza, including the recommendations of the Architectural Board
of Review and with the condition that a raised sidewalk be installed
coming out from.the end of the canopy.and should be at least the width
and depth:of one narking space; that the proposed canopy can have down- _
lighting, but cannot be translucent, nor can light glow through that
canopy; that the colors be as shown: Pratt and Lambert Peanut Shell on
the facade and painted walls, Brown Sugar on the insterts,Bronze Gold as
an accent color and on columns, and Emerald Green on metal copiiig and
with a dark green awning and with the recommendations that the painting
of the existing building be continued west to the arcade area; and that
some type of security lighting should be installed behind the false
walls on both sides, seconded by M. Betts. Roll call on motion: Gorris,
Betts, Bierman, Thomas, and Morgan, yes. Mrs. Traczyk abstained.
IV. NEW DEVELOPMENTS AND SUBDIVISIONS:
1) Arthur A. Al1}i Resubdivisiori No. 3
The prouosal is to split permanent parcel no. 237-19-23 into two (2)
sublots, one of which front'on Brookpark Road and the other on Mastick
Road, and each sublot having the I-480 right-of-way as the rear property
. line. Zoning is "A" Residence, Single for sublot 1-A, and Multiple
Residence (frontage) and "A" Residence, Single (rear) for sublot 2-A:
Both proposed sublots conform to the.Zoning Code in-frontage and area.
Consulting City Engineer Boyer explained that.parcel. ].,'facing Mastick Road, is zoned Single Family "A", and parcel 2, facing Brooknark Road,
presently has two zoning classifica;tions, the front portion approximately
430 feet from the centerline is Multi-Family, and anproximately 350
feet of the rear portion is zoned Single Family. He advised that both
of the adjoiniug lots oii Brookpark have split zoning.: Thi.s lot presently
has one parcel number but is split by I-480. The lot:on Mastick Road,
