Mr. Morgan <br />reminded the developer than an assembly plat would be required on this <br />property prior to the building permit being issued. <br />3) Pheasants Walk Office Retail Ceuter (Hennie Homes), 28867 Lorain Road <br />Proposal to construct office/retail building in conjunction with existing <br />office (Request for variance withdrawn from Board of Zoning Appeals <br />January 6, 1988) Heard by Architectural Board of Review January 20, 1988. <br />Mr. Davison and Mr. Certo, architects, presented revised site plan which <br />includes handicapped spaces and explained that there is some mounding and <br />landscaping behind the board on board fence. City Engineer Boyer stated <br />that there is a maintenance easement for the ditch on the rear of this <br />property and he has.no objection to the fenee or mounds. Mr. Boyer <br />pointed out that they are required to have retention on the site, that <br />this is not a flood plane area, and he does not believe there would be <br />a problem of the ditch overflowing and eroding the mound. The Fire De- <br />partment report stated that water for fire protection must be provided <br />as per the ordinance. The Police Department report has concerns that the <br />name which is the same as the residential development on the other side <br />of Lorain Road might cause confusion; and_also pointed out that delivery <br />trucks mi:ght have to back in and questioned the turning radius for trucks. <br />Mr. Morgan would like the BZD committee to receive a copy of this report <br />pertaining_to the name. Mr. Davision stated that trucks might have to <br />back into loading areas; there are 50 foot turning radii; and he does not <br />anticipate large trucks making deliveries to this complex. Building Com- <br />missioner Conway does not believe the turning radius to be a problem. <br />The architect will forward the comments regarding the name to the owner, <br />but they believe that he wants to tie this complex into his other devel- <br />opmerit. The forester's report made suggestions as to saving some of the <br />existing trees, however this would mean removing 9 or 10 parking spaces <br />which are needed to conform to code. Mr. Certo believed that these trees <br />had previously been slated to be removed by the Illuminating Company. <br />The owner might be willing.to landbank some of these spaces, since code <br />requirements frequently exceed actual parking needs.. It had been previously <br />suggested by the Law Director at the Board of Zoning Appeals meeting, that <br />perhaps a variance for the size of the spaces could be requested. Mr. <br />Davison does not believe that the smaller spaces are workable, but will <br />consult with the forester regarding saving the trees and perhaps.request <br />a.variance to landbank some spaces. Building Commissioner Conway pointed <br />out that the code actually requires more spaces per square foot in a larger <br />develovment than it does for a smaller building. Mr. Davison stated that <br />Westlake reauires few spaces for office buildings.than does North Olmsted, <br />and according to.actual surveys which have been taken, man,y of these offices <br />had unneeded parking spaces. J. Thomas moved to approve the proposal for <br />an office retail building in conjunction-with the existing office space <br />at 28867 Lorain Road, called Pheasants Walk, with the condition that the <br />developer meet with the city forest-er before the next BZD Committee meet? <br />ing to discuss the landbanking of the front 9 pa'rking spaces in order to <br />save the existing trees that are on Lorain Road; and that the developer <br />go to the BZD with that reoommendatiow; that building permits can be ob- <br />tained prior to requesting a variance; and that"the comments of the Safet_y <br />Department pertaining-to the name of the development be foiwarded to the . <br />BZD Committee, seconded by E. Traczyk,. and unanimously approved.
