<br />PLANNZNG COMMISSION APRIL 26, 1988 PAGE 2 <br />Mr. Atwood and his son, the developer.s, and Mr. Mitchell, architect, nre- ? <br />sented revised plans reflecting the recommendations of the Planning <br />Commission at the previous meeting: size of both drives have been reduced <br />to 24 feet wide; westerly drive has been moved east; additional landscaning.is <br />included; 5 parking spaees (including handicapped space) are shown in front <br />of convenience store; rear row of narking spaces have been landbanked; <br />6 foot fence will be constructed on rear of parking lot; loading zone will <br />be relocated away from the residential area. Police Department had no <br />objection to the pronosal. City Engineer Boyer had submitted a renort <br />regarding the water pressure in the area which concluded that this nroposal <br />would cause onlv a minimal drop in water pressure in the area. In resnonse <br />to Mr. Thomast question, Mr. Boyer stated the test was taken on June 4, 1987, <br />in the morning, and further advised that Mr. Mitchell took a recent test <br />and the findings were practically the saTne. Mr. Thomas is still concerned <br />since there are times when the water pressure on the west side of town is <br />extremely low. Mr. Atwood advised that he would be willing to use the <br />re-claim system at all times (this was exulained at the nrevious neeting) <br />and wou-ld also be willing to install a well if the conditions permit, stating <br />that under the circumstances these systems might be necessary for the busi- <br />ness. Mr. Thomas would like to make it a condition of the occuvancy permit. <br />that this system be used at all times. In response to the Commission's <br />questions the developers explained: the two mulberry trees; shown on the <br />original plan number 201-A have been relocated to the front of the property <br />because the fence was added at the rear of the parking area; that there <br />should be no stacking of cars on Lorain Road because of the traffic flow <br />through the car wash; that customers rarely shop in the convenience store <br />when the car wash is busy; that there is at present a fence on the east <br />nroperty line which was installed by the residents; that the multi-stemed <br />maple tree mentioned in the foresters renort would'be,saved as well'as <br />other trees on the property; and that there is an asphalt rolled curb <br />between their property. and the ad.jacent Midas Muffler.property. Mr. Rademaker, <br />an adjacent neighbor, complimented the developer and the Commission for <br />their cooperation and stated-that he lielieved the neighbors were satisfied. <br />Building Commissioner Conway questioned if the Commission had ariy preference <br />as to where the well should be located. Mr. Atwood explained that the <br />re-claim system would be in the building or-as close to the building as <br />possible. Mr. Morgan would prefer that the well be close to the building <br />also. J. Thomas moved to refer the plans for the Aquasonic Auto Wash at <br />28800 Lorain Road to construct a car wash, convenient/gift store, and gas <br />station to include all the revisions to the plan that were submitted tonight <br />on plan number 201,B including the additional landscaping to save the <br />maple tree that the forester has indicated and the re-planting of the two <br />trees that were indicated on the original plans (201-A); also to include <br />in their plans to the Architectural Board of Review the fact that they are <br />installing a re-claimation and well system under their building; and re- <br />quest that the Architectural Board take note of the height of the existing <br />fence on the east property line and the compatibility of the two fences <br />and request that the developer make sure that the curb between this property <br />and the Midas Muffler Shon is in tact; and request that the Architectural <br />Board have some input as to buffering between this property -and the Midas <br />property; and to note that the Planning Commission has recommended the <br />landbanking of the last row of parking, seconded by M. Betts, and unanimously <br />approved. .
