He explained <br />_.that they had options on five parcels and a letter from an out of.state; <br />silent partner giving them permission to develop his'land under a trade <br />agreement. Chairman Morgan is concerned about the access to the develop- <br />ment pointing out that all traffic would have to enter or exit through <br />the Bretton'Ridge Subdivision by way of Dorchester Drive to Stearns Road. <br />fin response to the Commission's questions; City Engineer Boyer advised <br />that the cul--de-sacs, roads„ and all lots meet the code requirements. <br />Mr. Andreano, the engineer, arrived at this point and explained that <br />drainage had been provided for during the construction of I-480 and sewers <br />in the adjacent Bretton`Ridge Subdivision will be extended, but most of <br />the drainage will go toward T=480. Mr. Boyer explained that the subdivi- <br />sion is in two sanitary sewer districts and the flow is designed to go <br />west.as well as through Wellington arid Bretton Ridge Drives. In reference <br />to the' water pressure problems on the'west side of the city, Mr. Boyer <br />explained a block giarit has been obtained to extend the water main which <br />will increase the water pressure and provisions can be made for them to <br />hook up to this line. No definite completion date is set, b ut-by terms <br />of the grant the city-fias received, tlie work must be completed within two <br />years'. :It was determined that there were approximately 150 homes in <br />Bretton Ridge presently and there would be a total of 230 homes after <br />this subdivision is completed and all of these homes would have only one <br />; access onto Stearns Road. The Commission is concerned about this access, <br />not only after completion of the nroject, but during the construction <br />when heavy equipment will be using the city streets and questioned if the <br />developers could acquire another access to the property,,possibly, through <br />Barton Road or through the C.E.i. easement. Mr. Andreano stated that <br />there was no.other access sirice the propoerty is bounded by Bretton Ridge, <br />the C.E.I..easement, and I-480, and that they own'no property on Barton <br />Road. Mr. Della Vella pointed out that the development meets code, they <br />are planni:ng tfiree streets within the development to circulate traffic, <br />and they have a right to develop their property. Mr. Bierma.n pointed out <br />that they do not own the property, they only have options. . Mr. Betts <br />questioned how the Commissian could approve this project when the water <br />is not available riow. Assistant Law Director Dubelko advised that this <br />issue would be addressed during the review of the improvement plans and <br />that before any house is built, provisions have to be made to sunpl_y <br />water. - Mr. Andreano explained that the City of Cleveland Water Department <br />will be extending a water line down Crocker Road and Schwartz Road next <br />year which wi11 supply the water tower on Dover Center Road in North <br />Olmsted. Adjacent Bretton Ridge property owners, B. Sersig, G. Hall, <br />J. Shalkhauser, T. Billick, B. Gummow, Y. Packard, E. Kopchock, and <br />M. Kelly addressed the Commission stating many concerns: one exit for <br />both developments would be a safety hazard since it would be serving <br />230 homes after completion of this project and any accident at that <br />intersection could block the entire area; both subdivisions have the same <br />entrance, but new owners would not be eligible for the Bretton Ridge <br />recreation center, no recreation area or nlaygrounds are planned for this <br />development; straight road would increase speeding; presently their streets <br />are not illuminated, but with this pronosal lighting should be considered; - <br />sound barriers should be extended since woods now act as a,natural.buffer <br />(the present barriers extend about 60 feet west of the present Bretton <br />Ridge Drive); if an:access on Barton Road can be acquired, they would
