? <br />• 41, .-`'- <br />> <br />PLANNING COMMISSION MAY 10, 1988 PAGE 3 prefer.that their streets be ende,d in cul-de-sacs and the two subdivisions <br />separated in order to eliminate drivers cutting through from Barton Road <br />. to the interchange on Stearns Road; school buses could have a problem if <br />roads and turning radii are not constructed nroperl_y, pointing out there <br />is a sharp turn at the end of Westminster Drive with no stop sign; this <br />area is the last to get plowed or salted and there are many accidents now, <br />with more cars this would.be increased; weze concerned because of a previous• <br />subdivision in which Mr. Della Vella was involved where there were some <br />problems; and are questioning if homes would be sold where there is only <br />one access. Councilman Wilamosky addressed the Commission advising that <br />one of these developers.was involve.d in the development of the City Line <br />Subdivisiori which 1s south of ?his:proposal and, at that time, this.area <br />was supposed to be.the second phase of the City Line Subdivision, and one <br />lot on Josephine Drive was reserved as an access from one uhase to the <br />other, that lot was subseguently developed so that the access between <br />the two phases was eliminated,, consequently access for this subdivision <br />must be through.another subdivision. He beTieues that one access on a <br />two lane road for 230 homes will cause the city prob:lems in the future. <br />He requested that the Commission hold this proposal in committee to re- <br />search-the h'istory-of City Line Subdivision because he believes that the <br />developers previously did hold easement for property under the C.E.I. . : <br />lines.. Mayor Petrigac requested that the Coinmission Took at the cul-de- <br />sacs since-they are the most difficult to maintain. The Commission <br />decided to table the re.quest until the next meeting in order to research <br />the former subdivision, to check with both the Police and Fire Departments <br />regarding the one access, and to ask the developer to look into finding <br />a second access. B. Gorris moved to table the Berard Development Company <br />Preliminary Plan pending answers to the following. requests: that copies <br />of -this plan -be sent to -the Safety Department for their input; and request <br />that they pay specific attention to the fact that what is now an approxi- <br />mately 150 family development being served by a single, two lane access <br />road will, under this proposal, be approximately a 230 family development <br />serviced by this same two lane road aecessible from Stearns Road. Tliis • <br />Gommission.further requests that either.the Engineeririg Department and/,or <br />the Building Department research and nrovide us with copies of drawings <br />and minutes from not only this Commission, but any other bodies of the <br />city relating to their review of what was originallv known as the City Line Subdivision, a development accessible from.Barton Road-and consisting <br />of Josephine.Drive and Vita Lane; we further:rectaest input f rom the Law <br />Department as to what protection the city can.request should this parcel <br />be developed as nroposed without alternative ingress/egress being provided <br />' during construction to insure primar'ily the safety of the residents and <br />also minimizing the nuisance connected with construction., if necessarv <br />bonds should be posted to insure.that should damage be done by the weight <br />of any equipment using these streets, funds be ava'ilable to replace these <br />streetsy and.further request that the"developer try to consider alterna- <br />tive methods of ingress and egress to the completed subdivision, either <br />from C.E.I. or wherever; further, we request that the developer submit <br />documentation as to_ options held,on this property; we also request that <br />the develoner submit to this Commission an expanded plat showing the <br />adjacent subdivision and how it ties into Stearns Road, including the <br />. relationship of this development to Barton Road, and. also ask that the <br />develoner include in these plans some type of saund buffer or mounding
