PAGE 3 <br />Mr. Conway clarified that a building of this size would require two <br />12 by 50 foot loading zones and they are asking for two 12 by 35 foot <br />zones. In reference to the off site sign, he explained that a sign on a <br />vacant lot in the M.ixed Use District must be considered under the residen- <br />tial codes which would only allow a 1 square foot sign. Mr. Betts is <br />questioning how much business use they estimate the hotel will generate <br />and, in respect to the signage variances requested, who these signs are <br />directed to, and he would like some projected figures as to type of usage <br />that is envisioned. Mr. Carlisle will try to get these figures for the <br />next meeting. Councilman McKay suggested that the boards of the city <br />consider that there probably will be other hotels in this area when grant- <br />ing variances. Mr. Carlisle advised that any other hotels developed by <br />them will be adjacent to I-480. Mr. Gorris believes that, if a variance <br />for parkiu.g is granted, area should be..landbanked for those snaces to <br />insure that there will be enough parking in the future. Mr. Carlisle <br />stated that they have almost two acres of land banked on this property at <br />present., but in this instance, they are asking for shared.parking as is <br />established in the code,. and they prefer not to landbank. Chairman.Morgan.. <br />suggested landbanlcing for a period of time in order to determine the need.. <br />Mr. Gorris stated that the time the land:should be banked should.depend <br />on the rate of.development of the parcel, not a specified period of time, <br />pointing out that when Corporate Center.IlI is developed some of the park- <br />ing must be removed and relocated. Mr. Carlisle believes that the need <br />can be established within a short period of time.after the facility..is completed. He argued.that.they could end up.with three,to four acres of <br />landbanked pronert.y, advising that they cannot afford to.have inadequate <br />parking for their_tenants and that they do a parking analysis every 3 to 6 <br />months. Assis?tant Law Director Dubelko advised that tHe purpose of _the <br />Mixed Use.:District is to create a commercial development in a semi-park <br />surrounding, so the landscaped green areas are an integral part of such <br />a development. Mr. Frick, a resident, aslced if a study has been made as <br />to the impact these buildings, would have on the traffic in the' city, since <br />he believes that traffic has-reached the!saturation point. Mr. Carlisle <br />offered to show Mr. Frick a copy of the North Olmsted Transportation Study <br />Team report which has taken these proposed developments into consideration <br />in its study. Regarding the variance requested for signage, Mr. Betts <br />would like to know what hardships are involved and does not.believe that.. <br />the Commission could make any recommendations regarding the variances if <br />this information is not supplied, Mr. Dubelko advised that the developer <br />should present his reasons for the variance request since the Commission <br />is given much discretion in the Mixed Use District, rather than having <br />the Board of Zoning Appeals grant variances that are inconsistent with the <br />uniform look of the proposal. Mr.. Carlisle read Section 1123.12,.Appeal <br />Conditions, and stated that the ordinances are wirtten for simple, flat <br />sites, that the Corporate Center is being.developed because of its urox- <br />imity to Interstate 480, that the hotel needs visibility along this road, <br />but because of the topography of the land in this area, signs on the site <br />would not be visible for westbound traffic, a sign large enought to be <br />. seen on the site would-have to be considerably larger and.would have:an <br />adverse impact on the residential area. He pointed out that originally <br />this was a single parcel of land and Country Club Boulevard was constructed <br />thx'ough their parcel; he reiterated that any other hotels will be on the <br />south side of Country Club Boulevard, adjacent to the freeway. Councilman <br />Wilamosky suggested that perhaps they were building the hotel in the:wrong <br />location since they are again asking for variances,.reminded the Commission
