<br />Y ? . <br />CITY OF NORTH OLMSTED <br />PLANNING COMMISSION <br />MINUTES - JULY 12, 1988 <br />I. ROLL CALL: <br />Chairman MorQan called the meeting to order at 8:20 p.m. <br />Present: M. Betts, R. Bierman, R. Bowen, J. Thomas, and T. Morgan <br />Mr. Bowen, a new member, had been sworn in by Mayor Petrigac <br />. prior to the meeting. <br />Absent: B. Gorris and E.. Traczyk <br />Also Present: Assistant Law Director Dubelko, Buildino Commissioner Conway, <br />Consulting City Engineer Boyer, and Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF MINUTESc <br />Mr. Morgan corrected the minutes of June 28th on page 2 last line-of first <br />paragranh, motion was seconded by J. Thomas, not Mr. 14organ. M. Betts <br />moved to approve the minutes of the Planning Commission meeting of June 28, 1988 <br />as corrected, seconded by J. Thomas, and unanimously approved. <br />III. BUILDIDIG DEPARTMENT REQUESTS : <br />1) Brendan Place, Lorain Road and David Drive <br />Revised Landscape plan <br />Heard by the Architectural Board of Review June 22, 1988 ' <br />S. Schill, architect, advised that the Architectur.al Board had recom- <br />mended changing the snecies of some plan.ts, but basically approved the <br />revised plan as submitted. He explained.that.they are replacing the <br />proposed landscaping along David Drive with grass because their reten- <br />tion system was relocated to that area and since it is.only about a <br />foot deep, their engineers had recommended that the landscaping be <br />eliminated; they will also be saving a hedge and some trees on the <br />rear pronerty line; and will be adding some green area along the sides <br />and rear of the building. Mr. Boyer agreed that there could be a <br />problem with planting trees with deep roots, and suggested that they <br />could use a ground cover or low shrubs with a.shallow root system. <br />Mr. Schill is concerned that shrubs would die with only one foot of <br />earth. It was clarified.that the Engineering Department had required <br />that the system be moved (prior to Mr. Boyer's appointment)._ Mr. Morgan <br />asked that the Engineering Department not.e that the Planning Commission <br />does not take lightly the movement of retention systems into landscaped <br />areas which degrades the overall intent of what the Commission is trying <br />to do with landscaping in the city, and would appreciate it if they <br />would look at this more closely before something is done that would have <br />a detrimental effect on landscaping and at least bring it back to the <br />Commission f.or their approval. R. Bierman moved to approve the revised <br />landscape plan for Brendan Place, Lorain Road and David Drive, subject <br />to the conditions of the Architectural Board of Review, seconded by <br />M. Betts, and unanimously approved.
