\ <br />? • PLANNING COMMISSION JULY 12, 1988 PAGE 3 <br />plan as presented to the Planning Commission tonight for Nightfall <br />Night Club at 30850 Lorain Road to the Architectural Board of Review <br />for the review of the site plan and landscaping; to the Safety Depart- <br />ment to look at the entrance and egress from this parcel of land.relative. <br />to any safety considerations; to the Engineering Department for review <br />of drainage and retention; to the Building Department for its review <br />with the request that there is an on site inspection of the premises <br />to determine the seating capacity and the resulting number of parking <br />spaces that would be required; and ask the developer to review location <br />of the driveway with the possibility of moving it some distance to the <br />east so that it lines up with one of the aisle ways in the parking lot <br />on the parking plan, to indicate on the site plan the location and type <br />of lighting and its direction; any additional buffering that is going <br />to be installed along Hickory Lane, the location of the dumpster, and <br />ask the developer to consider using.the•property to the east fbr re- <br />location of the 8 parking spaces which are now located along Hickory <br />Lane, and tliat the photographs,that were submitted will be forwarded to <br />the Architectural Board of Review in looking at the landscaping required, <br />seconded by M. Betts. Roll call on motion: Morgan, Betts, Beirman, and <br />Bowen, yes. Mr. Thomas, no. Motion carr.ied. 3) Valvoline Instant Oil Change, 24866-Lorain Road Proposal to construct building, Mr. L. Bradshaw pres.en.ted plans for the quick oil.change facility, a <br /> <br />division of Ashland Oil Company, explaining that they would probably <br />service a maximum of 50 cars a dayy;all work.is done inside the building; <br />only do oil change and lube work; ail waste oil is trucked away; tlieYe <br />will be a maximum of 5 employees; and hours of operation are from 8:00 a.m. <br />to 7:00 p.m. and facility is closed Sundays. The lot is approximately 330 feet deep and they will be leaving the rear 143 feet naturai. Mr. <br />Bierman is concerned,since cars leaving the facility would have.to cross <br />over the incoming traffic and suggested that.the entrance be changed so.. <br />that cars would enter the front.of the building and exit from the rear. <br />There is concern that this could cause the stacking.of cars on Lorain <br />Road. After some discussion, it was decided that.if the building were <br />moved west and the driveway remained where planned the traffic confict <br />would be eliminated. Mr. Bradshaw pointed out they might have to move <br />the driveway about 5 fe.et.. He presented a rendering.of the split'face <br />block building with a red canopy which is to be back lighted. T.he <br />Commission advised that the canopy could not be back lighted.. Mr. Betts <br />would like the forester to take a look at the trees on the groperty. <br />Building Commissioner Conway.advised that more detailed.information on <br />the signs, lighting fixtures, and dumpster enclosure would beneeded. <br />Mr. Bradshaw stated that dumpster would be enclosed with the block <br />material. Proposal was explained to Mr. Sopata, the adjacent property <br />owner, who had no problem with the proposal as long as the driveway <br />was not to be moved east toward his building. J. Thomas moved to <br />forward the proposal to construct a building for Valvoline Instant Oil - <br />Change to the Architectural Board of Review with the recommendation that <br />the developer move the structure to be aligned with the driveway in - <br />order to improve traftic flow; also to forward these plans to the <br />forester and safety forces; and also stipulate that the plans presented <br />to the Architectural Board.of Review show details of the signs and . <br />lighting, and indicate the developers agreement not to light the back- <br />ground.of the domed part of the.building(the red portion) and that
