He <br />further advised that they did not intend to close the restaurant that, <br />starting in November, they would phase the construction, beginning in <br />the back, finish the new kitchen, and finally demolish the existing <br />building in order to complete the construction. Mr. Conway advised that <br />he could foresee problems with granting an occupancy permit under these <br />conditions and is concerned about maintaining parking, as well as safety, <br />during eonstruction. In response to.questions Mr. Gleuck advised that <br />the lunch hours are their peak hours and.that the community room would <br />be used for employee training and civic groups. Mr. Morgan advised that <br />they should confer with the Building Commissioner regarding the phasing <br />of the construction. Mr. Glueck then presented a computerized parking <br />lot lighting p1an. B. Gorris moved to forward the McDonaldts Restaurant <br />proposal at 27322 Lorain Road to the Architectural Board of Review for <br />their input, to the Engineering Department for their input, and-to the <br />Safety Department for their input and with the notation that the land- <br />scape plan presented tonight be included on the site p1an, seconded <br />by R. Bierman, and unanimously approved. <br />4) Horizons Savings, 26777 Lorain Road <br />Proposal to construct kiosk for ATM facility. <br />(Heard by Board of Zoning Appeals October 5, 1988). <br />Chairman Morgan advised that a variance had been granted for signs. <br />Mr. Mitrisin, representing Horizons Savings, explained proposal to <br />replace one teller operated drive through unit with an automatic teller <br />drive through unit under the existing lighted canopy; unit will be <br />- slightly larger than what is there now and one light will be added on <br />the face of the machine. He advised that lighting in the canopy is <br />sufficient for security. B. Gorris moved to approve the Horizons <br />Savings proposal to construct a kiosk for an automatic teller machine <br />at 26777 Lorain Road, seconded by J. Thomas, and unanimously approved, <br />5) 28900 Office Park, 28900 Lorain Road <br />Proposal to construct Phase II, consisting of two office buildings. <br />Mr. J. Boss, owner, and Mr. Giesser, attorney, presented plans to con•- <br />struct phase II, 2 office buildings, phase I. consists of three buildings. <br />They explained that parking and lighting has been installed for both <br />phases and some?landscaping and the fencing along the rear property <br />line will be completed with this phase. Mr. Boss stated that two of the <br />buildings are totally occupied and only about 20-parking spaces are used. <br />Building Commissioner Conway.advised that in the previous minutes there <br />was a discussion relative to the parking that was not resolved. He advised <br />that, had he been Building Commissioner at the time, he would not have <br />accepted this plan and pointed out that several variances would have been <br />required: 107 parking spaces should have been required for this develop- <br />ment since it is over 12,000 square feet, only 78 spaces are being provided, <br />also no handicapped spaces are indicated and at least three would be needed <br />(since handicapped spaces are wider, these would use an extra space); there <br />is only one access drive but two should have been required; and only one <br />loading dock is shown and there should be two for a development of this size. <br />-- ??:
