PLANNING CbMMISSION OCTOBER 11, 1988 PAGE 4 <br />studied parking plan. Mr. Conway suggested that the landscape buffer <br />could be installed if the parking spaces were angled and a drive was <br />installed with accesss f.rom both Mill and Dover Center P.oads, and further <br />advised that because they are adding to a non-conforming building, they <br />must now conform to the codes. Mr. Pavotto has a problem with this <br />because he was not required to revise the landscaping and parking when <br />he nut on previous additions. Mr. Gorris stated that as he remembered it <br />at that time Dover Center was scheduled for widening and this requirement <br />was not enforced by the Commission &ut had stated that he should come back <br />with revisions when the road was comnleted.They were advised that they <br />could request a variance from the Board of Zoning Appeals to eliminate <br />the buffer or at least install a buffer of less than 7 feet; but it was <br />suggested that if.they could work'with the, Build'ing. Commissioner to' <br />revise these plans, the proposal could be forwarded to the Architectural <br />Board of Review. Councilman Tallon cautioned Mro Dapotto that these <br />front spaces were only to be used for customer parking, .not for the storage <br />of wrecked cars. B. Gorris moved to refer the 'Suburban Auto Body and <br />Frame Comnany, 4960 Dover Center Road, proposal to construct an addition <br />to the Architectural Board of Review, to the Safety Department and the <br />City Engineer, and that while we are not forwarding at this point a <br />parking plan, it is our understanding that the developer should have a <br />preliminary parking and landscaping plan ready for review by the Architec- <br />tural Board of Review at their meeting, seconded by R. Bowen, and <br />unanimously approved. Mr. Gorris would like the minutes of all the <br />previous meetings regarding this property. <br />7) GTE Mobilnet, Inc., 25151 Brookparlc Road <br />Amendment to detailed development plan (Mixed Use) to wit, changing one <br />suite of an apartment to a business use. <br />Building Commissioner Conway advised that since the Westbury Apartment <br />Building is in the Mixed Use District any change in the development-plan <br />must be submitted to the Commission as stated in Section 1149.03. He has <br />also sent notification to the Clerk of Council of the proposed change. <br />Mr. Rafferty and Mr. Pitchure, representing GTE Mobilnet, explained pro- <br />posal to install an unmanned cellular telephone facility in a one bedroom <br />apartment on the nineteenth floor and two roof top antennas. They further <br />advised that the apartment building now has a two hour fire rating, they <br />will be removing all combustible materials; installing a Halon fire <br />suppression system with two fire alarms (to the Safety Department and to <br />their main facility); installing a Liebert H.V.A.C. unit in the apartment <br />with a condenser on the roof; and that this system will have no adverse <br />effect on television, radio, or airline signals. They advised that they <br />have two other facilities in residential buildings and that the only <br />alternative would be to construct a 300 foot tower in the area in order <br />to serve the residents of the cor.ununity. Mr. Thomas advised that at one <br />time Cellular One tried to build a tower behind the Recreation Comnlex <br />and the cable company in that facility objected because of transmission <br />interference. Mr. Rafferty agreed that this could have been a problem <br />because this is a microwave system. The Commission is concerned that <br />such a facility could present a safety hazard or a noise problem to the <br />residents of the building. Mr. Landisman, representing the owner of the <br />building on another matter, stated that they not objecting to the <br />proposal, but he prefers not to comment at this time.
