. ? <br />. <br />PLANNING COMMTSSION OCTOBER 25, 1983 PAGE 3 <br />3) McDonald's Restaurant, 27322 Lorain Road <br />Proposal to construct restaurant (existing building to be demolished). <br />(Heard by Board of Zoning Appeals October 5, 1988). <br />Heard by Architectural Board of Review October 19, 1988. <br />Chairman Morgan advised that neither the Police Department nor the Fire <br />Department had any problems with the proposal. Mr. Glueck, representing <br />McDonald's, stated that he had no objection to the Architectural Board of <br />Review's recommendation that the brick planters in the tree lawn be elim- <br />inated because of the possibility of-damage by weather, snow plows, and <br />salt. Mr. Morgan stated that this is a nice treatment and questioned if <br />they had a problem with replanting the tree lawn every year. Mr. Glueck <br />stated that would not be a problem. Mr..Conway advised that there is also <br />the problem of the bricks not staying in place because the,y are not placed <br />in concrete. City Engineer Boyer advised that.since the city is respon- <br />sible for maintaining the tree lawns and because there are utility easements <br />.in the right of way, the planters could present a problem.. The Commission <br />agrees that this is attractive if McDonald's_would agree to maintain , <br />yearly. Mr. Bierman pointed out that the Westlake restaurant which has <br />fountains incorporated in their landscape plan is more elaborate. In <br />reference to operating the restaurant during construction, Mr. Glueck ad- , <br />vised that they are trying to get approval to close it. Mr. Conway stated <br />he doubted he could give approval for them to stay open. The Commission <br />agreed and recommended that the restaurant remain closed during construction <br />unless an agreement can be obtained from the Building Department.based <br />upon a plan of action. In.reference to the proposed signage, Mr. Conway <br />advised that basically the.signage is the same.as what is now existing, <br />but under today's ordinances they will have to request.:variances.. J. <br />Thomas moved to approve the proposal to construct a restaurant for McDonald's <br />at 27322 Lorain Road, incorporating all the improvements indicated on <br />McDonald`s landscaping plan, including the,brick planters.on the right of <br />way as discussed previously, seconded by M. Betts,.and unanimously approved. <br />4) Suburban Auto Body and Frame,. Inc., 4960 Dover Center Road <br />Proposal to construct an addition. <br />Heard by Architectural Board of Review October 19; 1988. <br />Mr. Papotto, owner, and Mr. Kanareff, contractor, pres.ented revised site <br />plan and building plans. Building Commissioner Conway advised that <br />there were 5 variances being requested from the Board of Zoning Appeals; <br />setback on Dover Center Road; s.etback on Mill Road;. width of aisley 3 foot <br />landscape buffer on Dover Center; no.landscape buffer on Mill Roa.d; as <br />well as a special permit to add to a non-conforming building. Mr.. Morgan <br />advised that the Commission cannot approve this-proposal until these <br />variances are granted. He stated that,this plan is more in keeping with <br />what the Commission requested, will be a great.improvement to the area, <br />and would like to recommend to the Board of Zoning Appeals that the <br />variances be granted. T..Morgan moved that the Board of Zoning Appeals <br />favorably. look on and grant the five variances and the special permit <br />requested by the developer, Suburban Auto Body at 4960 Dover Center Road, <br />seconded by R. Bierman, and unanimously approved. Mr. Morgan stated that <br />the developer has worked with the Planning Commission in an enthusiastic <br />and whole hearted manner in an attempt to try to correct conditions on an <br />existing building which are very difficult to correct, and he thinks that <br />with the addition to the building and the facia improvement will greatly <br />enhance the building in.the North Olmsted community and that is why the
