Mr. Thomas stated that the <br />snow fence along the northwest side of the rear lot is a good idea and <br />would like a permanent 5 or 6 foot high wood fence installed in that <br />area to prohibit customers driving cars over the Hickory Lane sidewalk. <br />Mr. Horvath agreed stating that he could possibly match it with the <br />fence on the rear. In response to the Commissions questions, Mr. Conway <br />advised that the asphalt plants usually close about Pdovember 15th, but <br />they could possibly grade the property and put in the base coat, and <br />also that the former city engineer had made some minor changes to the <br />drainage plan. Mr. Thomas requested that City Engineer Cesen pay <br />particular attention to the drainage along the rear, adjacent to the <br />residential area where snow is piled against the fence. Police Depart-. <br />ment report stated:"Should not be a problem with traffic at this point. <br />The drive would be better located to the east, lined up with the aisle <br />so any truck making a.deliver_y would be able to pull in./ Parking to the <br />north of the building may be a problem if there is an entrance there. <br />Should be room for emergency equipment to get to the entrance. The park- <br />ing to the west of the building will be a problem unless there is a fire <br />lane established around the building which is enforceable." Mr. Thomas <br />stated that there would be no entrance on the north. Fire Department <br />also suggested that lining up the parking aisle with the driveway may be <br />necessary to assure access for Fire Department vehicles. Mr. Horvath <br />suggested that he could remove two parking spaces in the front of the <br />drive, but did agree to move the driveway east. Mr. Conway pointed out <br />that if the driveway is moved east, it will be further away from the <br />intersection. He would also like one parking space reMOVed across from <br />the trash area to allow more room. Commission is concerned that paving <br />could not be done this year. Mr. Cesen advised that if the pronerty is <br />graded properly it would only take about two days after the materials <br />are ordered. J. Thomas moved to approve the site plan presented tonight <br />for Nightfall Night Club to pave the rear lot which would include the <br />following changes as agreed to by the developer: 1) that the curb cut on <br />Lorain will be shifted to the east to be in line with the eastern aisle; <br />2) that the developer will have a 1 to 2 foot high curb on the western <br />side of the parking lot as it extends along Hickory in order to prevent <br />any driving over of cars from,the lot; 3) that there will be a 5 to 6 foot <br />high wooden fence along the northwest portion of the lot behind the land- <br />scaping, between the parking spaces and the landscaping, to extend <br />approximately 8 feet to prevent any driving through from that aisle over <br />the sidewalk onto Hickory; 4) that the single pole light that is to be <br />on the new paved section or any other section of the new area on the <br />north of the lot should be reflecting to the south only, shielded from <br />all residential areas; 5) that no arborvitae hedge along the city owned <br />tree lawn be removed, nor should the tree lawn be disturbed until the City <br />and the Timber Trails Homeowners Association is first consulted, and that <br />would be after the landscaping is installed and the lot paved; 6) the <br />City forester consult with the developer and the Building Commissioner <br />on the status of the 36 inch diameter black walnut tree on the property <br />and to make every effort to safeguard that tree and its root system from <br />damage from construction on the lot and perhaps put a buffer of a wooden <br />fence around it during construction and the forester's report should be <br />forwarded to the BZD Committee; 7) that the parking space across from the <br />enclosed trash area as indicated on this plan be removed to create a <br />better access from the eastern portion of lot; 8) that immediately following
