Mr. Kikendahl did not believe that any of these spaces <br />could be eliminated pointing out that there is no landscaping on the <br />property now, and that with the new plan they have included the 7 foot <br />landscape buffer on both Lorain Road and Sparky Lane and there will be <br />some landscaping around the building. He further advised that they are <br />negotiating with the owners of the property to the rear to acquire more <br />parking area and if this is accomplished, they would definitely consider <br />more landscaping in the front. Mr. Thomas suggested that even landbanking <br />one or two spaces in the front would help. Parking lot lighting is not <br />definitely planned as yet but will probably be with downlighted pole lights. <br />Mr. Kikendahl explained that they had planned to backlight the awning, <br />but after hearing the discussion on the previous proposal, they will elim- <br />inate this lighting. Site plan is being changed from what is existing: the <br />most northerly drive on Sparky Lane will be eliminated, the 20 foot wide <br />drive on Lorain Road will be relocated to the east.onto their own property <br />(this is now a shared drive with the business.next door). The Commission <br />is concerned that the drive on Sparky Lane would be too close to the inter- <br />section, and is questioning if it would be best to use the rear drive, and <br />also that there would be a problem with the two drives next to one another <br />on Lorain Road. During the discussion of the drives and the possibility <br />of acquiring some additional property in the rear (Fretter's), it was <br />brought out that Fretter's would like an entrance through their property <br />€or an access to the west onto Lorain Road. City Engineer Cesen is also <br />concerned about the Sparky Lane drive being too close to Lorain Road and <br />believes that the Police Department should review this proposal. Mr. Kikendahl <br />stated that, with the traffic lights and the signage, this traffic pattern <br />would work well. Mr. Thomas also suggested that the developer discuss the <br />plan to share an access with Fretter's with the Safety Department in order <br />to elimi.nate possible problems in the future. Mr. Psorgan stated that he <br />also had concerns about a shared access. T. Morgan moved to forward the <br />Wendy's Old Fashioned proposal to construct a new restaurant at 26650 Lorain <br />Road to the Architectural Board of Review -for their review; to the Safety <br />Department for tHeir review, particularly to answer,the question as to <br />their thoughts relative to the clos.ing of the northern most driveway on <br />the existing property, while maintaining the southern.driveway which.is <br />some 30 or 40 feet away from Lorain Road, (is this the right driveway to <br />remain open from a traffic standpoint or should the back one possibly be <br />considered); to tlie Engineering Deparment for their answer to the same <br />questions or possibly a spot survey of what kind of traffice flow that might be experienced during a peak time; that the developer take a good <br />look at landbanking possibly up to.7 parking spaces in the front for future <br />use, and-those landbanked spaces would then be used for landscaping, or at <br />leasL, some portion of those spaces, seconded by J. Thomas, and unanimously <br />approved. <br />3) Romp Plaza (Drug Mart), 24485 Lorain Road. <br />Proposal to construct addition for retail and storage, revision to <br />existing building and review of revised site plan. <br />Mr. Giesser, attorney, advised that this plan is the culmination of a <br />settlement agreement regarding the zoning of the property. The proposal <br />is to build additional retail units and a storage area for the existing <br />Dairy Queen and Danny Boy Farm Market.
